Tender Brief Assam Skill Development Mission (ASDM) has released an EOI for empanelment of Training Providers to implement Short Term Skill Training (STT) under the PLSDTP programme in District Bajali
Tender Description The Assam Skill Development Mission (ASDM) is inviting proposals for the empanelment of Training Providers to conduct Short Term Skill Training (STT) in NSQF-aligned job roles under the Placement Linked Skill Development Training Program (PLSDTP) for the financial year 2025-26. The empanelment may be extended for up to 3 years based on performance and budget. The training is to be provided in the district of Bajali. The specific job roles are "Dairy Worker" in the agriculture sector and "Sr. Technician RACW" in the Electronics sector, with a target of 25 candidates for each role.
Pre-Qualification Criteria
Training Provider Qualification Criteria
The tender document outlines that Training Providers can be NCVT/SCVT affiliated Government ITIs, Polytechnics, Government Training Institutions, Schools, or Colleges. It also includes private companies, limited companies, firms, NGOs, societies, trusts, and LLPs.
Eligibility Criteria
To be eligible, a Training Partner must:
  1. Have an active training center in the district of Bajali.
  2. Employ qualified and experienced trainers who meet the minimum qualification and experience parameters specified by the respective Sector Skill Councils (SSCs).
  3. Ensure that all trainers have mandatorily passed the Training of Trainers (ToT) program and can provide the certificate along with their Trainers ID (TRID).
  4. The training center must be equipped with all necessary facilities and equipment as per SSC norms.
  5. The training provider is responsible for candidate mobilization and must ensure that all candidates have a valid Aadhaar card with proof of residence in Assam.
  6. The center must have a biometric attendance system, an IP-enabled CCTV camera, and high-speed broadband internet.
  7. Training providers are not allowed to subcontract or operate training centers through a franchisee arrangement.
Financial Criteria
The document mentions a "Training Cost" for each job role: ₹2,80,200.00 for "Dairy Worker" and ₹5,25,375.00 for "Sr. Technician RACW". This is based on a rate of ₹46.7 per hour. There is also an additional MIS Portal charge of ₹300 per candidate. The total training cost for both job roles is ₹8,20,575. Payments would be released in installments as per ASDM's updated cost and process norms.
Tender Fee and EMD
  1. Tender Processing Fee: A non-refundable fee of ₹500 must be submitted online.
  2. EMD/Bid Security:
    1. Private Institutions and institutions running in a Public-Private Partnership (PPP) mode must submit an EMD of ₹16,500 online.
    2. Government ITIs, Polytechnics, and other Government training institutions are exempt from the EMD submission.
    3. The EMD for unsuccessful applicants will be refunded without interest after the empanelment process is complete.
  3. Performance Security:
    1. Selected private bidders must submit a Performance Security in the form of a Demand Draft for 10% of the awarded contract value.
    2. This must be submitted within 14 days from the date of the Letter of Acceptance (LOA).
    3. Government institutions are exempt from this requirement.
Submission Guidelines and Deadlines
  1. Tender Publishing Date: July 28, 2025, at 05:00 PM.
  2. Pre-Bid Meeting: Pre-bid clarifications must be sent to the specified email address on or before August 2, 2025, till 05:00 PM. A reply to these clarifications will be submitted on the ASDM website by August 11, 2025.
  3. Closing Date (Submission Deadline): The deadline for online submission is August 19, 2025, till 05:00 PM. Hard copies of the Power of Attorney and Non-Blacklisting documents must be submitted to the Mission Director's office before this date.
