Training Provider Qualification Criteria

1. Have an active training center in the Morigaon district.
2. Employ qualified and experienced trainers who meet the minimum qualification and experience parameters specified by the respective Sector Skill Councils (SSCs) for their respective job roles.
3. Ensure that all trainers have passed the Training of Trainers (ToT) program and can provide a certificate along with their Trainers ID (TRID).
4. The training center must be equipped with all necessary facilities and equipment as per SSC norms.
5. The training provider is responsible for candidate mobilization and must ensure that all candidates have a valid Aadhaar card with proof of residence of Assam for registration in the ASDM MIS portal.
6. The center must have a biometric attendance system, an IP-enabled CCTV camera, and high-speed broadband internet.
7. The list of enrolled candidates must be certified by the Employment Officer of the district.
8. Training providers are not allowed to subcontract or operate training centers through a franchisee arrangement.
9. Photographic evidence of the center must be submitted.

1. Solar Panel Installation Technician: ₹3,22,725.
2. Executive Chef: ₹9,53,175.
3. The total training cost for both job roles is ₹12,75,900.
4. There is an additional MIS Portal charge of ₹300 per candidate.

1. Tender Processing Fee: A non-refundable fee of ₹500/- must be submitted online.
2. EMD/Bid Security:
   1. Private Institutions and those in a Public-Private Partnership (PPP) mode must submit an EMD of ₹25,518/- online.
   2. Government ITIs, Polytechnics, and other Government training institutions are exempt from the EMD submission.
   3. The EMD for unsuccessful applicants will be refunded without interest after the empanelment process is complete.
3. Performance Security:
   1. Selected private bidders must submit a Performance Security in the form of a Demand Draft for 10% of the awarded contract value.
   2. This must be submitted within 14 days from the date of the Letter of Acceptance (LOA).
   3. Government institutions are exempt from this requirement.

1. Tender Publishing Date: July 28, 2025, at 05:00 PM.
2. Pre-Bid Meeting: Pre-bid clarifications must be sent via email on or before August 2, 2025, until 05:00 PM. A reply to these clarifications will be submitted on the ASDM website by August 11, 2025.
3. Closing Date (Submission Deadline): The deadline for online submission is August 19, 2025, until 05:00 PM. Hard copies of the Power of Attorney and Non-Blacklisting documents must be submitted to the Mission Director's office before this date.
4. Opening Date: The proposals will be opened on August 20, 2025, at 01:00 PM onwards.
