Training Provider Qualification Criteria

1. Have an active training center in the Majuli district, which will be inspected prior to empanelment. Photographic evidence of the center must be submitted.
2. Employ qualified and experienced trainers who meet the minimum qualification and experience parameters specified by the respective Sector Skill Councils (SSCs).
3. Ensure all trainers have mandatorily passed the Training of Trainers (ToT) program and can provide a certificate along with their Trainers ID (TRID).
4. The training center must be equipped with all necessary facilities and equipment as per SSC norms.
5. The training provider is responsible for candidate mobilization and must ensure all candidates have a valid Aadhaar card with proof of residence of Assam for registration in the ASDM MIS portal.
6. The center must have a biometric attendance system, an IP-enabled CCTV camera, and high-speed broadband internet.
7. The list of enrolled candidates must be mandatorily certified by the Employment Officer of the district.
8. Training providers are not allowed to subcontract or operate training centers through a franchisee arrangement.

1. Fish Seed Grower: ₹5,32,875. This includes a total cost of ₹5,25,375 and an MIS Portal charge of ₹7,500 for 25 candidates.
2. Brick Mason: ₹5,32,875. This includes a total cost of ₹5,25,375 and an MIS Portal charge of ₹7,500 for 25 candidates.
3. The total training cost for both job roles is ₹10,65,750.

1. Tender Processing Fee: A non-refundable fee of ₹500/- must be submitted online at http://assamtenders.gov.in.
2. EMD/Bid Security:
   1. Private Institutions and institutions running in a Public-Private Partnership (PPP) mode must submit an EMD of ₹21,315/- online.
   2. Government ITIs, Polytechnics, and other Government training institutions are exempt from the EMD submission.
   3. The EMD for unsuccessful applicants will be refunded without interest after the empanelment process is complete.
3. Performance Security:
   1. Selected bidders must submit a Performance Security in the form of a Demand Draft for 10% of the awarded contract value.
   2. This must be submitted within 14 days from the date of the Letter of Acceptance (LOA).
   3. Government institutions are exempt from this requirement.
