Training Provider Qualification Criteria

1. The Training Partner should have an active center in the district of Barpeta.
2. The center will be inspected prior to empanelment. Photographic evidence of the center must be submitted.
3. The Training Provider shall employ qualified and experienced trainers who meet the minimum qualification and experience parameters specified by the respective Sector Skill Councils for their QPs.
4. All trainers must have passed the Training of Trainers (ToT) program, and a certificate along with a Trainers ID (TRID) must be produced.
5. The training center must be equipped with all necessary equipment and training facilities as per SSC norms.
6. The training provider is responsible for candidate mobilization and must ensure all candidates have a valid Aadhaar card with proof of residence in Assam for registration in the ASDM MIS portal.
7. The center must have a biometric attendance system, an IP-enabled CCTV camera, and high-speed broadband internet.
8. The list of enrolled candidates must be mandatorily certified by the Employment Officer of the district.
9. Training providers are not allowed to subcontract the training or operate training centers through a franchisee arrangement.

1. General Duty Assistant: ₹11,55,000.00, which includes a total cost of ₹11,40,000.00 and an MIS Portal charge of ₹15,000.00.
2. Dairy Worker: ₹5,75,400.00, which includes a total cost of ₹5,60,400.00 and an MIS Portal charge of ₹15,000.00.
3. The total training cost for both job roles is ₹17,30,400.00.

1. Tender Processing Fee: A non-refundable fee of ₹500 must be submitted online.
2. EMD/Bid Security:
   1. An EMD of ₹34,608 is required for private institutions and those in a Public-Private Partnership (PPP) mode.
   2. Government ITIs, Polytechnics, and other Government training institutions are exempt from the EMD submission.
   3. The EMD for unsuccessful applicants will be refunded without any interest after the empanelment process is complete.
3. Performance Security:
   1. Selected private bidders must submit a Performance Security in the form of a Demand Draft for 10% of the awarded contract value.
   2. This must be submitted within 14 days from the date of the Letter of Acceptance (LOA).
   3. Government institutions are exempt from this requirement.

1. Tender Publishing Date: July 28, 2025, at 05:00 PM.
2. Pre-Bid Meeting: Pre-bid clarifications must be sent to asdm.karabi@gmail.com on or before August 2, 2025, until 05:00 PM. A reply to these clarifications will be submitted on the ASDM website by August 11, 2025.
3. Closing Date (Submission Deadline): The deadline for online submission is August 19, 2025, until 05:00 PM. Hard copies of the Power of Attorney and Non-Blacklisting documents must be submitted to the Mission Director's office before this date.
4. Opening Date: The proposals will be opened on August 20, 2025, at 01:00 PM.
