Training Provider Qualification Criteria

The tender document specifies that Training Providers can be NCVT/SCVT affiliated Government ITIs, Polytechnics, Government Training Institutions, Schools, or Colleges. It also includes private companies, limited companies, firms, NGOs, societies, trusts, and LLPs. These are referred to as "Training Partners".

1. The Training Partner should have an active center in the Darrang district. The center will be inspected prior to empanelment, and photographic evidence must be submitted.
2. The Training Provider must employ qualified and experienced trainers who meet the minimum qualification and experience parameters specified by the respective Sector Skill Councils (SSCs) for their job roles. All trainers must have passed the Training of Trainers (ToT) program, and a certificate along with a Trainers ID (TRID) must be provided.
3. The training center must be equipped with all necessary facilities and equipment as per SSC norms.
4. The training provider is responsible for candidate mobilization and must ensure that all candidates have a valid Aadhaar card with proof of residence in Assam for registration in the ASDM MIS portal.
5. The center must have a biometric attendance system, an IP-enabled CCTV camera, and high-speed broadband internet.
6. The list of candidates to be enrolled must be mandatorily certified by the district's Employment Officer.
7. Training providers are not allowed to subcontract or operate training centers through a franchisee arrangement.

1. Mushroom Grower: ₹7,95,000, which includes a total cost of ₹7,80,000 and an MIS Portal charge of ₹15,000 for 50 candidates.
2. Beekeeper: ₹4,65,900, which includes a total cost of ₹4,50,900 and an MIS Portal charge of ₹15,000 for 50 candidates.
3. The total training cost for both job roles is ₹12,60,900.

1. Tender Processing Fee: A non-refundable fee of ₹500/- must be submitted online.
2. EMD/Bid Security:
   1. An EMD of ₹25,218/- is required for private institutions and those in a Public-Private Partnership (PPP) mode, to be submitted online.
   2. Government ITIs, Polytechnics, and other Government training institutions are exempt from the EMD submission.
   3. The EMD for unsuccessful applicants will be refunded without any interest after the empanelment process is complete.
3. Performance Security:
   1. Selected bidders must submit a Performance Security in the form of a Demand Draft for a value of 10% of the awarded contract within 14 days from the date of the Letter of Acceptance (LOA).
   2. Government institutions are exempt from this requirement.
