Pro Qualification Criteria

1. Tender Processing Fee: A non-refundable fee of ₹500 is required, to be submitted online.
2. EMD (Earnest Money Deposit): An EMD of ₹18,705 is required for private institutions and those operating under a PPP model. Government institutions are exempt from EMD. The EMD can be forfeited if the applicant withdraws or modifies their proposal after opening, does not sign the agreement, or fails to deposit the performance security. The EMD of unsuccessful applicants will be refunded without interest after the contract is awarded.
3. Performance Security: The selected bidder must submit a Performance Security in the form of a Demand Draft for 10% of the contract awarded within 14 days of receiving the Letter of Acceptance (LOA). Government institutions are exempt from this.

1. Mode of Submission: Bids must be submitted online only through the e-procurement portal, https://assamtenders.gov.in.
2. Hard Copy Submission: Hard copies of the Power of Attorney and a Non-Blacklisting document on non-judicial e-stamp paper must be submitted to the Mission Director's office before the last date of submission. No other hard copies of the proposal are required.
3. Digital Signature: Bidders must log in to the e-procurement platform using Digital Certificates.
4. Required Documents: All specified documents must be scanned and uploaded to the e-tendering portal. All formats must be duly filled, signed, and submitted, or the bid may be rejected.

1. Tender Publishing Date: The RFP was available for download from July 28, 2025, at 5:00 PM.
2. Pre-Bid Queries: Queries for clarification must be sent via email to dipyaman.patgiri@govcontractor.in on or before August 2, 2025, at 5:00 PM. The reply to these queries will be submitted on the website by August 11, 2025.
3. Closing Date (Last date of submission): The deadline for online submission is August 19, 2025, at 5:00 PM.
4. Opening Date: The bids will be opened on August 20, 2025, at 1:00 PM onwards.
