4. Project Duration: The initial project duration is one year and can be extended based on satisfactory performance.

1. Achieving 100% door-to-door solid waste collection, segregated into wet, dry, sanitary, and domestic hazardous waste.
2. Eliminating garbage vulnerable points, dumper bins, open defecation points, and red spots.
3. Organizing training and capacity-building programs for "Safai Mitra's".
4. Conducting community awareness programs and thematic cleanliness drives in various public and residential areas.
5. Monitoring and preventing manual scavenging.
6. Ensuring cleanliness and hygiene in public places.
7. Developing Information, Education, and Communication (IEC) strategies to maintain cleanliness and hygiene in the city.
8. Assisting Mangaon Nagarpanchayat in Swachh Survekshan and other competitions to achieve a better ranking.
9. Developing and maintaining a dashboard for real-time monitoring of user fees, IEC activities, and employee attendance.
10. Planning and running extensive drives to make the area plastic-free.
11. Assisting in identifying and including informal rag pickers into the formal system for sustainable livelihood.

1. Eligibility of Bidders: Joint Ventures, consortiums, and subcontracting are not permitted. Bidders must not be blacklisted or debarred from any municipal or government organization.
2. Technical Pre-qualification: To be eligible, bidders must meet the following criteria:
   1. Have a valid GSTIN certificate.
   2. Possess a valid Certificate of Incorporation, Partnership deed, or Registration certificate.
   3. Have an ISO 9001-2015 Certificate.
   4. Possess a Professional Tax Enrollment Certificate.
   5. Be empanelled with any State Government to provide Software or IT-related services.
   6. Have EPF certificates.
   7. Have experience of at least two completed IEC projects for a minimum of one year in a city/ULB with a population of at least fifty thousand in 2011, in the field of Swachh Survekshan, Swachh Bharat Mission, or Solid Waste Management & Sanitation Management. The experience certificate should not be issued before April 1, 2018.
3. Financial Criteria: The selection method will be L1, which is the lowest cost-based selection.

1. Tender Fee: The tender document can be downloaded free of cost from the website.
2. Earnest Money Deposit (EMD): A deposit of ₹25,000 is required. This must be in the form of an FDR, BG from a Nationalized/Scheduled Bank, or a Demand Draft (DD) payable to the Chief Officer, Mangaon Nagarpanchayat. The payment must be made online only. DPIIT-recognized startups with a certificate are exempt from the EMD. Proposals not accompanied by the EMD will be rejected as non-responsive. No interest will be paid on the EMD.

1. Mode of Submission: Bids must be submitted online. Hard copies of the technical proposal must also be submitted to the Mangaon Nagarpanchayat office before the closing time of the bid.
2. Proposal Format: The proposal must be submitted in two envelopes:
   1. Envelope No. 1 (Technical Proposal): Contains the technical proposal and EMD submission, and must be submitted online only.
   2. Envelope No. 2 (Financial Proposal): Contains the financial proposal and must be submitted online only.
   3. Financial information should not be included in the technical proposal.
3. Downloading of Bid Documents: Documents are available on the website.

3. Closing Date: August 7, 2025.
4. Opening Date: The technical bids will be opened on August 8, 2025. The financial bids of only the technically qualified bidders will be opened on the same date.
