| Tender Description | The RFP is for the "Empanelment of Training Providers with Assam Skill Development Mission (ASDM)" for Short Term Skill Training (STT) under the Placement Linked Skill Development Training Program (PLSDTP) for the Financial Year 2025-26. The training will be provided for two job roles in the Agriculture sector in Baksa district: Piggery Farmer (50 candidates) and Mushroom Grower (50 candidates). The Training Partner is responsible for candidate mobilization, training, assessment, certification, and post-certification tracking of successfully certified candidates. All candidates must have a valid Aadhaar card and proof of residence in Assam for registration on the ASDM MIS portal. Subcontracting or franchising the training is not allowed. The Training Provider must also provide post-training support for self-employment, such as bank linkage for loans and other supportive government schemes. The list of candidates must be mandatorily certified by the Employment Officer of the district. |
| Pre-Qualification Criteria | Pro Qualification Criteria The tender is open to various entities, including NCVT/SCVT-affiliated government ITIs, Polytechnics, government training institutions, schools, colleges, or private companies, firms, NGOs, societies, trusts, or LLPs. The selected bidder must have qualified and experienced trainers who have passed the "Training of Trainers (ToT)" program and possess a TRID certificate published on the Skill India portal. The training center must be active in the district, adhere to Sector Skill Council (SSC) norms, and have all necessary equipment and training facilities. An inspection of the center will be carried out prior to empanelment.
Financial Criteria
The total training cost for the Piggery Farmer course is ₹6,45,450, and for the Mushroom Grower course, it is ₹7,95,000. The rate per hour per candidate is ₹46.7 for Piggery Farmer and ₹40 for Mushroom Grower, along with a mandatory MIS Portal charge of ₹300 per candidate for both. The total training cost is ₹14,40,450. If the Training Partner does not commence work within 15 days of the targets being released, the target and the Performance Security will be forfeited.
