✅ Eligibility Criteria
📌 For Private Training Providers (NGOs, Companies, Societies, Trusts etc.)
- Legal Status: Properly registered under appropriate legal framework.
- Experience: At least 3 years in the field of skill development with placement record.
- Presence in Assam: Must have a registered or branch office in Assam.
- Blacklist Declaration: Must not be blacklisted by any Government entity.
- Financial Eligibility:
- Average turnover: ₹15 Lakhs (FY 2021–22, 2022–23, 2023–24).
- Positive net worth in the most recent financial year.
- Placement Capacity: Must submit pre-placement MoUs/LOIs with recruiters.
📌 For Govt. Institutions (e.g., ITIs, Polytechnics):
- Exempt from EMD and turnover criteria.

📌 Special Terms & Requirements
- Training must start within 15 days of approval/allotment.
- Trainees must have valid Aadhaar and domicile proof (Assam).
- Biometric attendance, CCTV, and real-time MIS reporting mandatory.
- Franchise/subletting of training delivery is not allowed.
- Payment milestones and UC submission will follow ASDM norms.
