Eligibility Criteria for Training Providers
๐ For Private Entities (NGO/Trust/LLP/Company/Society etc.)
- Legal Status: Registered under applicable law.
- Experience: Minimum 3 years in conducting skill development programs (STT/placement-linked).
- Presence in Assam: Must have a registered or branch office in Assam.
- Blacklist Declaration: Not blacklisted or under debarment.
- Financial Capacity:
- Average Turnover: โน19.5 Lakhs (FY 2021–22, 2022–23, 2023–24)
- Positive Net Worth: Required in the most recent FY
- Placement Capacity:
- Submit MoUs/LOIs from employers (with contact person details)
๐ For Government Training Institutions (e.g., ITIs, Polytechnics):
- Exempt from EMD and turnover requirements.

๐ Important Compliance Notes
- Training must begin within 15 days of work order.
- Trainees must have Aadhaar and be Assam residents.
- Training centers must have biometric attendance, CCTV, and MIS integration.
- Franchise delivery or subletting is prohibited.
- TPs are responsible for placement tracking and reporting.
