✅ Eligibility Criteria for Training Providers
📌 For Private Entities (NGO/Trust/LLP/Company/Society etc.)
  1. Legal Status: Registered under applicable law.
  2. Experience: Minimum 3 years in conducting skill development programs (STT/placement-linked).
  3. Presence in Assam: Must have a registered or branch office in Assam.
  4. Blacklist Declaration: Not blacklisted or under debarment.
  5. Financial Capacity:
    • Average Turnover: ₹19.5 Lakhs (FY 2021–22, 2022–23, 2023–24)
    • Positive Net Worth: Required in the most recent FY
  6. Placement Capacity:
    • Submit MoUs/LOIs from employers (with contact person details)
📌 For Government Training Institutions (e.g., ITIs, Polytechnics):
  • Exempt from EMD and turnover requirements.

📌 Important Compliance Notes
  1. Training must begin within 15 days of work order.
  2. Trainees must have Aadhaar and be Assam residents.
  3. Training centers must have biometric attendance, CCTV, and MIS integration.
  4. Franchise delivery or subletting is prohibited.
  5. TPs are responsible for placement tracking and reporting.
