📋 Scope of Work:
Training Partners (TPs) will:
- Mobilize and counsel candidates (15-59 years)
- Establish training centers in assigned districts
- Deliver training aligned with SSC/NCVET-approved curriculum
- Ensure certification, placement, and 12-month post-placement tracking
- Ensure minimum 50% placement of certified candidates
- Maintain quality infrastructure (labs, CCTV, biometric, etc.)
- Use BSDM portal for registration, attendance, MIS, and monitoring

Submission Guidelines:
- Mode: Online only at https://www.eproc2.bihar.gov.in
- Digital Signature Certificate (DSC): Required (Class II/III with signing & encryption)
- Bids Allowed: Individual organization only (no consortium/JV)
- Bid Validity: 180 days
📌 Target Allocation & Post-Empanelment:
- Final target allocation will be decided by the WCDC Department
- Initial allocation may be limited; further targets depend on performance
- Max 2 centers per district per TP under this scheme
- Agreement & MoU execution required within 30 days of LoE
âš ï¸ Critical Compliance Notes:
- TPs must not subcontract, franchise, or sublet
- No fee should be charged from candidates
- Placements must meet minimum wage norms
- Placement and post-placement details must be entered on BSDM portal
- TPs will be graded (A/B/C) based on placement %; Grade C may lead to debarment
