Financial Criteria
The method of selection is a Quality and Cost Based System (QCBS) with an 80:20 weightage, where the technical score has an 80% weight and the financial score has a 20% weight. The lowest quoted financial proposal receives the maximum financial score of 100, and other scores are calculated proportionally. The final ranking is based on a combined score (S = St x 80% + Sf x 20%), with the highest score being the successful bidder. Payment will be made in two installments: 20% upon signing the MoU, printing materials, completing the resource person assessment, and commencing training; and the remaining 80% on a pro-rata basis for every 1500 people after successful completion of training, assessment, and certification, and submission of the completion report and video clippings.
Tender Fee and EMD
The tender requires an Earnest Money Deposit (EMD) of ₹5,00,000, which must be submitted online. A scanned copy of the payment proof must be uploaded with the technical bid. Bids without the EMD will not be considered. The EMD is returnable within 90 days from the bid validity date for unsuccessful bidders, but it will be retained for the successful bidder. The EMD can be forfeited if the bidder withdraws their bid or defaults during the bid validity period. A Performance Security of 5% of the total project cost is also required in the form of a Bank Guarantee from a scheduled bank, to be submitted before signing the contract.
Submission Guidelines
Bids must be submitted online only through the e-procurement portal,
tntenders.gov.in. The submission is a single-stage, two-cover system with a Technical Bid and a Financial Bid. Bids and all accompanying documents must be in English, though supporting documents in Tamil will be accepted. A Power of Attorney for the authorized signatory must be attached. Bids received after the stipulated date and time will not be considered.
