Scope of Work
- Training Duration: 2 days per batch, 30 participants per batch, total 25 batches (750 trainees).
- Target Groups: Gypsy owners/drivers, tour guides, mahouts, homestay owners.
- Location: Kaziranga National Park & fringe areas.
- Objective: Improve skills, knowledge, communication, conservation awareness, and hospitality to promote sustainable tourism.
- Content Includes: Biodiversity & conservation, wildlife spotting, tourist communication, hospitality, birding, body language, social media use, field exercises, and assessment.

Eligibility Criteria
- Legally registered NCVT/SCVT affiliated ITIs / Polytechnics / Govt. institutions / Pvt. Co. / LLP / NGO / Society / Trust.
- Min. 3 years’ experience in skill training & placement.
- Not blacklisted by any govt. body.
- Registered/branch office in Assam.
- Average annual turnover ₹50 lakh (last 3 FYs) & positive net worth (not applicable for Govt. institutions).
- Signed & sealed bid documents, Power of Attorney, self-declaration (not blacklisted), relevant work orders, CA-certified turnover & net worth.
Technical Evaluation (100 Marks)
- Govt. skill training schemes implemented – 15 marks
- Work completion certificates – 20 marks
- Infrastructure (building, CCTV, toilets, internet, power backup) – 35 marks
- Presentation – 30 marks
- Minimum 70 marks required to qualify for financial bid.
Other Key Clauses
- No subcontracting or franchising allowed for private TPs.
- Must have active training centre in the district; inspection before empanelment.
- Trainee list certified by Range Officer & training under Field Director’s supervision.
- Adherence to MIS, biometric attendance, CCTV, and monitoring requirements.
- Payment after successful completion & certification.
- Strict penalties for delay, breach, malpractice, or non-performance.
- Dispute resolution via arbitration in Guwahati.
