2. Gap Analysis – Compare Indian standards with global norms; identify curriculum, operational, regulatory, and institutional gaps.
3. Training Requirements & Benchmark Institutions – Identify mandatory & recommended offshore training courses and world-class training providers; map gaps in Indian institutes; propose upgrades & accreditation frameworks.
4. Tailored Guidelines – Develop India-specific offshore safety, operational readiness, crew competency, welfare, and certification guidelines aligned with IMO and best international practices.
5. Sustainability & Innovation – Integrate environmental stewardship, MARPOL/OPRC compliance, waste management, and use of modern technology in training delivery.
6. Implementation Support – Provide roadmaps, SOPs, pilot project recommendations, and policy integration measures.

2. Technical Capability: Experience with multiple offshore vessel types (OSV/PSV, AHTS, barges, MODUs, FPSO, DSV, survey vessels, etc.).
3. Financial Strength: Avg. annual turnover ≥ ₹500 Cr (last 3 FYs ending Mar 2025) from consulting business in India (specific exclusions apply).
4. Manpower: ≥15 domain experts with 25+ years’ experience on payroll for last 3 years (scored by category: >25 / 20–25 / 15–20 experts).
5. Certifications: Valid ISO 9001:2015, ISO 14001:2015, ISO 45001:2018.
