Scope of Work
The consultant will:
- Benchmark Global Standards – Study offshore training & competency standards in at least 5 leading jurisdictions (US Gulf of Mexico, Norway, UK/North Sea, Middle East, Asia-Pacific).
- Gap Analysis – Compare Indian standards with global norms; identify curriculum, operational, regulatory, and institutional gaps.
- Training Requirements & Benchmark Institutions – Identify mandatory & recommended offshore training courses and world-class training providers; map gaps in Indian institutes; propose upgrades & accreditation frameworks.
- Tailored Guidelines – Develop India-specific offshore safety, operational readiness, crew competency, welfare, and certification guidelines aligned with IMO and best international practices.
- Sustainability & Innovation – Integrate environmental stewardship, MARPOL/OPRC compliance, waste management, and use of modern technology in training delivery.
- Implementation Support – Provide roadmaps, SOPs, pilot project recommendations, and policy integration measures.
Pre-Qualification & Eligibility Criteria
- Entity Type: Indian-registered consulting company/LLC/LLP/Partnership/Society; public or private.
- JV/Consortium: Not allowed.
- Mandatory Registrations: GSTIN, PAN, EPF, ESI, Labour (as applicable).
- No Blacklisting/ Debarment: Must not be suspended, debarred, insolvent, or in legal proceedings for such reasons.
- No Conflict of Interest – as defined in REOI Clause 4.5.
- Restricted Countries Clause: Compliance with DPIIT Public Procurement Orders.
- Sub-Consultants: Allowed for specialised tasks (max 25% value).
Qualification Criteria
- Relevant Experience:
- Min. 2 projects in Maritime sector in last 10 years.
- Min. 2 projects in Indian Public Sector related to Policy Making in last 10 years.
- Technical Capability: Experience with multiple offshore vessel types (OSV/PSV, AHTS, barges, MODUs, FPSO, DSV, survey vessels, etc.).
- Financial Strength: Avg. annual turnover ≥ ₹500 Cr (last 3 FYs ending Mar 2025) from consulting business in India (specific exclusions apply).
- Manpower: ≥15 domain experts with 25+ years’ experience on payroll for last 3 years (scored by category: >25 / 20–25 / 15–20 experts).
- Certifications: Valid ISO 9001:2015, ISO 14001:2015, ISO 45001:2018.
Financial Criteria
- Tender/Document Fee: Nil.
- EMD/Bid Security: Not specified in REOI; will be detailed in RFP stage.
- Performance Security: Will be specified in RFP stage.

- Language: English.
- Documents: Use formats in Part III (Forms 1–7); signed digitally with valid DSC; all supporting docs scanned & clear.
- EOI Validity: Min. 120 days from opening date.
- One submission only (latest version supersedes earlier uploads before deadline).
