- Organizing seminars, conferences, symposia, and conclaves.
- Conducting biotechnology and allied sector trainings & workshops (policy, entrepreneurship, cutting-edge R&D).

- Outreach programs, student engagement, interactive forums.
- Support for internal GSBTM meetings, stakeholder interactions.
- Logistical and technical support for exams, interviews, HRD initiatives.
- Compliance, Documentation & Quality Adherence
- Ensure timely, quality-compliant execution.
- Maintain transparency in fund/resource use.
- Submit periodic and final reports with evidence.
Pre-Qualification & Eligibility Criteria
- Registered NGO/Society/Training Institute/Company.
- Min. 5 years of existence (as on 31.03.2025).
- Avg. annual turnover ≥ ₹5 Cr (last 3 FYs).
- Min. 3 similar works in last 5 years for Govt./academic institutions.
- At least 1 work order ≥ ₹1 Cr.
- No JV/consortiums allowed.
- Not blacklisted (notarized declaration on ₹300 stamp paper).
- PAN & GST registration.
- Operational presence in Gandhinagar/Ahmedabad.
- At least 1 subject/domain expert with 15+ years experience.
- Quality certifications (ISO 9001:2015 / ISO 14001:2015) preferred.
- NSDC-approved training partner (≥3 years) preferred.
- Submission of detailed technical proposal & strategy.
Financial Criteria
- Tender Fee: ₹1,500 (Non-refundable, DD in favour of “Gujarat State Biotechnology Mission”).
- EMD: ₹3,00,000 (Refundable, DD in favour of GSBTM).
- Security Deposit: 3% of Work Order value (at allotment stage).
Evaluation Criteria (Total 100 Marks, Min. 75 to qualify)
- Organizational age, turnover, relevant experience, number of candidates trained, domain expertise, collaborations, technical proposal, NSDC affiliation, infrastructure/manpower, Gujarat presence, certifications.
- Weighted scoring pattern defined; see Annexure for full breakdown.
Submission Guidelines
- Submit EOI both online (n-procurement portal) and in hard copy in sealed envelope superscribed:
“Expression of Interest for Empanelment of agencies for Event management, stall preparation and Exhibition management”.
- All annexures, supporting documents, and declarations to be included, signed & stamped.
- Late or incomplete submissions will be rejected.
