It combines both technical credibility and financial competitiveness through QCBS. Institutions must showcase proven executive education capability, strong global/national ranking, and premium residential facilities. |
Pre-Qualification Criteria |
๐ Scope of Work
- Organize & deliver MCTP Phase III (2-week residential programme) for senior IRS officers (26–28 years of service).
- Training focus: Leadership, Public Finance, Tax Policy, Capital Markets, IT, Strategic Leadership, Behavioural Competencies, National Security, Preventive Vigilance, Modern Public Management, etc.
- Activities:
- Classroom sessions (25–30 hours/week).
- Case studies, group discussions, workshops, field/cultural visits.
- Provide study material, pre-reading material (e-content).
- Arrange boarding/lodging (single occupancy), meals, logistics, and industry exposure visits.
- Arrange logistics for 2 CBDT coordinators.
- Deliver programme for 3 years (extendable annually with 3% escalation) based on performance.
๐ Eligibility / Pre-Qualification Criteria
- Institutional Ranking:
- Must be Top 10 in NIRF (management category) OR
- Top 100 globally in Financial Times / QS MBA Rankings.
- Experience:
- Proven record of conducting executive education/training programmes for Group A civil servants / All India Services in the last 5 years (FY 2020-21 to 2024-25).
- Need to submit evidence of duration, feedback reports, etc.
- Programme Capability:
- Strong faculty mix (academic + practitioners + civil servants).
- Adequate hostel/dining/recreational facilities.
- Evaluation & feedback systems.
๐ Technical Evaluation Criteria (80 Marks)
- Institution Ranking (NIRF/FT/QS) – 30 marks.
- Experience with Group A/All India Services Training (2020–2025) – 20 marks.
- Programme Design & Facilities – 30 marks.
- Must score ≥70% (56/80) in Technical to qualify for Financial.
๐ Financial Evaluation (20 Marks)
- Based on QCBS (80:20) formula.
- Financial score normalized using Lowest Bid/Submitted Bid × 100.
- L1 bidder is determined on highest combined technical + financial score.
๐ Financial Criteria
- Tender Fee: โน10,000/- (non-refundable).
- EMD: 3% of estimated contract value (Demand Draft/Bank Guarantee in favour of ZAO, CBDT).
- EMD returned: within 30 days (unsuccessful) / after contract signing (successful).
- No interest payable on EMD.

- Mode: Online only via CPP Portal – https://eprocure.gov.in/eprocure/app.
- Bid documents:
- Technical Proposal.
- Financial Proposal.
- CVs of faculty (Annexure-B).
- Certificate of Authority (Annexure-C).
- Tender Acceptance Letter (Annexure-E).
- Bid validity: 180 days.
- Presentation: 30 minutes before Evaluation Committee (25.08.2025, 11:00 AM).
๐ Key Deadlines
- Query submission deadline: 22.07.2025 (5:00 PM).
- Pre-Bid Meeting: 31.07.2025 (11:00 AM) – Directorate of Training, CBDT, New Delhi.
- Proposal Submission Deadline: 21.08.2025 (6:00 PM).
- Bid Fee & EMD Submission: 21.08.2025 (by 4:00 PM at CBDT office).
- Opening of Technical Bids & Presentations: 25.08.2025 (11:00 AM).
- Financial Bid Opening: Only for technically qualified bidders; date to be notified later.
๐ Agreement & Duration
- Initial term: 1 year (FY 2025–26).
- Extendable for 2 more years with 3% annual cost escalation.
- Satisfactory Delivery: Programme feedback score must be >75%.
