Pre-Qualification Criteria |
The selected Partner Institution will:
- Organize and deliver Mid-Career Training Programme (MCTP) Phase III for IRS officers with 26–28 years of service.
- Provide two-week residential training for 2 batches of 30 officers each.
- Cover leadership, tax policy, operational excellence, behavioural and functional competencies, with domestic case studies and governance experience.
- Arrange:
- Boarding & lodging (single occupancy) and all meals.
- Classroom instruction (25–30 hrs/week).
- Study materials (pre-course + course content).
- Field/cultural visits, transport from/to airport/railway station.
- Resource persons from academia, government, and industry.
- Logistics for 2 CBDT coordinators.
- Deliver programme over 3 years (initial 1 year + possible 2-year extension with 3% annual escalation).
2. Pre-Qualification / Eligibility Criteria
- Must be Top 10 in NIRF Management Ranking OR Top 100 globally in Financial Times or QS rankings.
- Proven experience in delivering executive education/training for Group A Central Government & All India Services officers in the last 5 years (FY 2020-21 to FY 2024-25).
- Capability to design training as per thematic requirements and provide high-quality infrastructure & logistics.
3. Technical Evaluation Criteria (80% Weightage)
- Institution Ranking – NIRF/FT/QS percentile-based score (Max 30 marks).
- Experience – Cumulative training days for eligible officer groups in last 5 years (Max 20 marks).
- Programme Design & Facilities – Relevance of course content, innovative pedagogy, faculty expertise, quality of accommodation and facilities (Max 30 marks).
Minimum technical qualification: 70% (≥ 56/80 marks).
4. Financial Evaluation (20% Weightage)
- QCBS Method: 80% Technical + 20% Financial.
- Lowest financial bid gets 100 marks in financial evaluation; others get proportionate scores.
- Major design/faculty changes without approval can lead to up to 5% deduction/day.
5. Financial & Fee Details
- Tender Fee: ₹10,000 (Non-refundable).
- EMD: 3% of estimated contract value (DD/Bank Guarantee in favour of ZAO, CBDT).
- EMD returned within 30 days post bid validity/contract signing.
- No interest on EMD.
- Payment Schedule:
- 40% of programme fee before start.
- 60% within 30 days of bill submission after completion.
6. Submission Guidelines
- Mode: Online via CPPP (https://eprocure.gov.in/eprocure/app) + offline submission of Tender Fee & EMD.
- Documents: Technical & Financial bids (separate), CVs of faculty (Annexure-B), Authority Certificate (Annexure-C), Tender Acceptance Letter (Annexure-E).
- Presentation: 30-minute presentation of technical proposal on 25.08.2025 (11:00 AM).

8. Agreement Period
- Initial: 1 year.
- Extension: Up to 2 more years with 3% annual cost escalation, subject to performance (feedback score > 75%).
9. Important Notes
- Training partners from last 5 years with below-satisfactory feedback will be disqualified.
- Copyright of all developed material will be jointly held by CBDT & Partner Institution.
- CBDT reserves right to reject any/all bids without assigning reason.
