Scope of Work
- Implementation of Self-Defense Training (Rani Laxmibai Atma Raksha Prashikshan) for girl students (classes 6th to 12th) in 1335 government schools under Zone-I:
- Anakapalli (243), ASR (171), Manyam (148), Srikakulam (392), Visakhapatnam (112), Vizianagaram (269).
- Duration: 2 months (20 sessions, each 90 minutes).
- Training to be provided by private martial arts academies/institutions.
- Techniques include Karate, Judo, Taekwondo, Kickboxing, Krav Maga, Jiu-Jitsu basics, Wrestling drills, Weapon defense, etc.
- Certificates to be issued to all students after completion.
- Online monitoring through DEO/APD tool.
- Top students and trainers to be identified for further opportunities (competitions, games).
- Training videos and best practices repository to be created.
Pre-Qualification & Eligibility Criteria
- Entity Type – Registered Company (under Companies Act), LLP, Trust, or Society (no consortium allowed). Must be in existence for minimum 3 years as on 31.03.2024.
- Legal Compliance – GST Registration & PAN mandatory.
- Financial Strength – Minimum average turnover ₹20 lakhs in FY 2022-23, 2023-24, and 2024-25.
- Experience – Must have conducted similar training/workshops in Govt. schools during the last 3 years.
- Manpower – Minimum 50 qualified martial arts trainers (on roll/contract).
- Non-Blacklisting – Self-declaration of not being blacklisted by any Govt./PSU.
- Authorized Representative – Power of Attorney/Board Resolution required.
Financial Criteria
- Turnover: Avg. ₹20 lakhs (minimum).
- Bid Processing Fee: ₹25,000/- (non-refundable).
- EMD: ₹2,00,250/- (Bank Guarantee or Online Payment).
- Payment Terms:
- ₹10,000 per school to trainers (after certification).
- ₹1,000 per school as management fee to agency (post completion & certification).
- Penalty: 0.5% per week (max 5% contract value) for delay.
Evaluation Method
- Selection Method: Quality Based Selection (QBS).
- Scoring (100 marks total):
- Experience in years: up to 20 marks.
- Financial turnover: up to 20 marks.
- No. of schools trained: up to 30 marks.
- No. of certified trainers: up to 25 marks.
- Trainer experience: up to 5 marks.
- Award Criteria:
- H1 (highest score): 45% of schools.
- H2: 30% of schools.
- H3: 25% of schools.
- One bidder can win max 2 zones.
Submission Guidelines
- Submission through AP e-procurement portal: https://tender.apeprocurement.gov.in
- Technical + Commercial bid (soft copy, PDF uploads).
- All docs signed, stamped, indexed, scanned, uploaded online.
- No consortium; single entity only.
- Bids with commercial details in technical bid will be rejected.
- All costs of bid preparation to be borne by bidder.
