Pre-Qualification Criteria |
Scope of Work
- Empanelment of DGCA-approved institutions/agencies for providing training in Drone Technology & Drone Piloting in Goa.
- Empanelment period: 3 years (extendable).
- Selected institutions will provide training on behalf of Goa Information Technology Development Corporation (GITDC).
- Works may include pilot training, allied drone technology training, and multi-disciplinary consulting.
- Allotted works will be through financial bids among empanelled agencies or by direct allocation under special circumstances.
Pre-Qualification & Eligibility Criteria
- Registration: Proprietorship, partnership firm, or company with at least 5 years existence in India.
- DGCA Approval: Must be a DGCA-approved training institute for drone technology & piloting.
- Financial Capacity:
- Minimum average annual turnover ₹20 crores (₹200,000,000) during last 3 years.
- Solvency of ₹20 crores.
- Experience:
- At least 5 years of training experience in drone technology/piloting.
- Proven track record in drone pilot training and allied areas.
- Best 5 projects to be detailed (trainees, duration, place, employer).
- Staffing:
- Adequate qualified trainers, consultants, and technical staff in drone technology.
- Office Requirement:
- Must establish an office in Goa within a reasonable time after allotment of work.
- Associations:
- May partner with consultants/agencies for specialized services, but primary responsibility remains with the empanelled agency.
- Disqualification:
- False representation, poor past performance, abandonment of works, or financial failures.
Financial Criteria
- Turnover: Minimum ₹20 crores average (last 3 years).
- Solvency: Not less than ₹20 crores.
- Tender Fee: ₹9,000/- (₹6,000 document fee + ₹3,000 processing fee).
- Paid via NEFT/RTGS using challan from https://eprocure.goa.gov.in.
- EMD: Not specified (since this is empanelment, not project-specific tender).
- Payment Mode for Work Orders: To be decided at the time of allotment (fixed-cost/competitive financial bids).
Evaluation & Award
- Empanelment based on:
- Financial strength.
- Experience & performance.
- Technical staff qualifications.
- Empanelment does not guarantee allocation of work.
- Work distribution:
- Through competitive financial bids among empanelled agencies, or
- Direct allocation by GITDC based on competence & track record.

- Letter of Transmittal.
- Registration documents (Partnership deed/CoI).
- PAN & GST registration.
- Audited financials (last 3 years).
- Staff details (trainers, consultants).
- Past projects (5 best references).
- Any additional certifications & empanelments.
- Formats provided in Schedules (A–G).
