1. Scope of Work
- Conduct Short-Term Training (STT) under the Mukhya Mantri Dakshata Unnyayan Prokolpa (MMDUP) scheme.
- Job Role: Digital Marketing (QP Code MES/Q0706, NSQF Level 6, Version 2.0).
- Training Duration: 305 Hours (approx. 3–6 months).
- Batch Size: 30 candidates per batch.
- Target Group: Candidates aged 18+ (minimum Higher Secondary qualification).
- Training Delivery: Must comply with SSC/NSDC norms including branding, biometric attendance, CCTV monitoring, daily geo-tagged photos, and candidate mobilization.
- Assessment & Certification: Conducted by SSCs/authorized agencies after minimum 80% attendance.
- Placement Obligation: Minimum 75% placement in wage/self-employment.
2. Pre-Qualification Criteria
- Legally registered entity (Company, LLP, Firm, Society, Trust, Proprietorship, Govt. Institute).
- Not blacklisted/debarred by Govt./PSUs.
- Minimum 3 years’ continuous experience in skill development projects (Govt./PSU/CSR/self-funded).
- Placement track record of at least 75% in last 3 years.
- Valid NSDC Registration & SMART Accreditation for training centers.
- Trainers with valid ToT Certification from SSCs for the applied job role.
- Training centers located within Tripura, owned/leased with proper infrastructure.
3. Eligibility Criteria
- Must submit valid Letters of Intent (LoIs) from employers/placement agencies (profit-making entities with at least 3 years of operations).
- Employers must commit to retaining candidates for at least 1 year.
- Compliance with statutory requirements: PAN, GST, ESIC, EPFO, IT returns & Audit Reports (last 3 years).
4. Financial Criteria
- Cost Norms (per candidate):
- Training: ₹42/hour.
- Refreshment (non-residential): ₹100/day.
- Residential charges: ₹375/day.
- Conveyance: ₹2,000 (non-residential) / ₹500 (residential – only for assessed pass candidates).
- Assessment Fee: up to ₹200 (NSQF aligned) / ₹1,000 (non-NSQF).
- Payment Tranches:
- Tranche 1 – 20%: Upon batch commencement.
- Tranche 2 – 20%: Upon certification.
- Tranche 3 – 60%: Based on 75% placement & proof submission.
5. Tender Fee & EMD
- Tender Fee (Non-refundable): ₹1,500.
- EMD (Refundable): ₹12,736.80.
- Both payable electronically via Tripura e-Procurement Portal.
6. Submission Guidelines
- Online submission only via Tripura e-Procurement Portal.
- Documents to be uploaded in PDF format (100 dpi).
- Mandatory annexures: PAF, Job role list, Compliance declarations, Affidavit, Trainer ToT, LoIs, Placement proofs, Infrastructure readiness docs, Session/OJT plans.
- Strict “No Deviation Bid” – any conditional/incomplete response leads to rejection.
7. Evaluation Criteria
- Technical Score (min. 60/100 to qualify).
- Work Experience – 5 marks.
- Govt./CSR Projects – 10 marks.
- Employer LoIs (within state) – 35 marks.
- Employer LoIs (outside state) – 10 marks.
- Centre Readiness – 10 marks.
- Trainer ToT Certificates – 10 marks.
- Session & OJT Plans – 15 marks.
- Proper Documentation – 5 marks.
8. Deadlines & Key Dates
- Tender Publishing & Document Download Start: Available online.
- Bid Submission Last Date: 28th August 2025 (before 5:00 PM).
- Bid Opening Date: 28th August 2025 at 5:00 PM, Office of the Director, Skill Development, Agartala.
- Project Completion Timeline: Within 180 days of Work Order issuance.
