1. Scope of Work
- Job Role: Accounts Assistant (BFSI Sector, QP Code: BSC/Q8103).
- Training Duration: 480 Hours (150 hrs theory, 180 hrs practical, 150 hrs OJT).
- Batch Size: 35 candidates.
- Target Group: Unemployed youth, 18–25 years, minimum qualification – 12th pass (preferably Commerce background).
- Location: West Tripura District.
- Deliverables: Mobilization, training as per SSC norms, biometric/CCTV monitoring, assessment, certification, and minimum 75% placement.
2. Pre-Qualification Criteria
- Legally registered entity (Company, LLP, Firm, Society, Trust, Proprietorship, Govt. Department/Autonomous Body).
- Not blacklisted or debarred by any Govt./PSU.
- At least 3 years continuous experience in implementing skill development (Govt./PSU/CSR/self-funded).
- Proven placement track record of ≥75% in last 3 years.
- Valid NSDC Registration & SMART Accreditation for training centres.
- Trainers must hold valid ToT (Training of Trainers) certificates from SSCs for the Accounts Assistant role.
- Training centers in Tripura with infrastructure as per NSDC norms.
3. Eligibility Criteria
- Submission of valid Letters of Intent (LoIs) from employers/placement agencies. Employers must:
- Be registered under MCA/MSME with min. 3 years operations.
- Be profit-making for last 3 financial years.
- Commit to retaining placed candidates for at least 1 year.
- Compliance with statutory documents: PAN, GST, ESIC, EPFO, IT Returns (last 3 yrs), Audit Reports (last 3 yrs).
4. Financial Criteria
- Cost Norms (per candidate):
- Training cost: As per Common Cost Norms (NSQF aligned).
- Refreshment (Non-residential): ₹100/day.
- Residential Charges: ₹375/day.
- Conveyance: ₹2,000 (non-residential) / ₹500 (residential) for certified pass-out candidates only.
- Assessment Fee: Up to ₹200 (NSQF aligned) / ₹1,000 (Non-NSQF).
Payment Tranches:
- Tranche 1 – 20%: On batch commencement.
- Tranche 2 – 20%: On certification.
- Tranche 3 – 60%: On 75% placement & proof submission.
5. Tender Fee & EMD
- Tender Fee (Non-refundable): ₹1,500.
- EMD (Refundable): ₹16,464.
- Both payable online via Tripura e-Procurement Portal.
6. Submission Guidelines
- Online submission only – hard copies not accepted.
- Proposal must follow specified formats strictly (No deviation bid).
- Required documents: PAF, Job role list, Compliance declaration, Affidavit, Centre ownership/lease docs, ToT certificates, Employer LoIs, Placement proof, Trainer resumes, Session & OJT plans.
- Daily geo-tagged photos, biometric attendance, CCTV proof mandatory for bill settlements.
7. Evaluation Criteria
- Technical Score (Minimum 60/100 required to qualify):
- Experience in skill-based training – 5 marks.
- Govt./CSR project experience – 10 marks.
- Valid Employer LoIs (within Tripura) – 35 marks.
- Employer LoIs (outside Tripura) – 10 marks.
- Centre readiness – 10 marks.
- Trainer ToT certifications – 10 marks.
- Session & OJT Plans – 15 marks.
- Proper documentation – 5 marks.
8. Deadlines & Key Dates
- Tender Publishing & Document Download: Available online.
- Bid Submission Last Date: 28th August 2025 (before 5:00 PM).
- Bid Opening Date: 28th August 2025 at 5:00 PM, Directorate of Skill Development, Agartala.
- Project Completion: Within 180 days of Work Order.
- Pre-Bid Meeting: Not mentioned.
