RFP for Establishing and Operating Residential Special Training Centres (Bihar)

1. Establish & operate Residential Special Training Centre/School (one in each of 7 districts – Patna, Gaya, Nawada, Nalanda, Banka, Sitamarhi & Jamui).
2. Each centre must accommodate minimum 100 rescued child labour (ages 6–14 years, extendable till 18 years).
3. Centres to provide:
   1. Residential facilities (food, clothing, healthcare, safety, hygiene).
   2. Bridge education, mainstreaming into formal education (Govt./NOS).
   3. Vocational/skill training (in partnership with ITIs/skill institutions).
   4. Recreation, counselling, life skills, extra-curricular activities.
   5. Proper infrastructure: minimum 12,000 sq. ft. building with classrooms, dormitories, kitchens, toilets, play area, CCTV & biometric attendance.
4. Staffing requirement per centre: Project Coordinator, Counsellor, 6 Teachers, 2 Social Workers, 3 MTS, 3 Cooks, 2 Helpers, 2 Sweepers, 3 Security Guards.

1. Legal Registration: NGO registered on/before 31.03.2015 under Societies Act/Trust Act etc. & registered on NGO Darpan Portal.

4. Blacklisting: Bidder must not be blacklisted/debarred (affidavit required).
5. Consortium/JV: Not allowed. Sole bidder only.

3. Financial Criteria

1. Document Fee: ₹10,000/- (non-refundable).
2. Tender Processing Fee: ₹590/- (non-refundable).
3. EMD (Bid Security): ₹3,50,000/- (refundable, non-interest bearing).
4. Performance Guarantee: 10% of contract value (per centre) – valid for 42 months.

1. Mode: Online only at https://www.eproc2.bihar.gov.in.
2. Digital Signature: Class II/III DSC (signing + encryption) required.
3. Two-bid system: Technical & Financial (separately).
4. Financial bid: To be submitted in prescribed Excel form (per district).
5. No consortium / subcontracting permitted.
6. Bid validity: 180 days.

1. Technical Evaluation: Based on eligibility, experience, infrastructure, methodology, CA certificates, and presentation.
2. Financial Evaluation: Least Cost Selection (LCS) – lowest financial quote per district will be selected.
3. Tie case: Selection by lottery system.

1. Agreement: 3 years (extendable based on performance & requirement).
2. Performance review: Annual (first review at 9 months).
3. Unsatisfactory performance in 2 consecutive years → de-empanelment.
