Tendering Authority:

1. Assessment & Updation of Curriculum
   1. Review and benchmark existing safety training curriculum against international standards (ILO, HKC, EU SRR, DISH).
   2. Update curriculum in English, Hindi & Gujarati.
2. Training Programs
   1. Train Ship Recycling Yard Personnel (supervisory level) and Workers on occupational safety, hazard management, emergency response, asbestos removal, fire safety, heavy machinery handling, etc.
   2. Conduct training in batches of 20–30 participants.
   3. Certification valid for 1 year, renewable on retraining.
3. Deliverables
   1. Inception Report, Progress Presentation, Final Curriculum (within 6 months).
   2. Continuous training program (initially 1 year, extendable up to 3 years).
   3. Monitoring & reporting via biometric attendance.

1. Minimum 3 years’ experience (preceding PDD) in conducting industrial trainings in:
   1. Safety/Health & Environment
   2. Industrial safety in ports/marine/shipping/related sectors
2. Must have trained at least 1,500 candidates (2020–21 to 2024–25).
3. Must hold certification/empanelment from international safety bodies (IOSH, NEBOSH, etc.) & DISH.

1. Average annual turnover of INR 50 lakhs in last 5 consecutive years preceding PDD.
2. CA certificate and IT returns to be submitted.

1. JV/Consortium of max. 2 members allowed.
2. Not blacklisted/banned by any govt. authority.

💰 Financial Criteria

1. Bid Fee (Tender Fee): ₹ 14,160 (₹ 12,000 + 18% GST) – DD/Banker’s Cheque.
2. Bid Security (EMD): ₹ 3,09,750 (₹ 2,62,500 + 18% GST).
3. Performance Security (for Selected Bidder): ₹ 15,48,750 (₹ 13,12,500 + 18% GST).

1. QCBS (Quality & Cost Based Selection) – 80:20 ratio.
   1. Technical Proposal = 80% weightage (minimum 70 marks required, and min 70% in both technical & financial capacity sub-sections).
   2. Financial Proposal = 20% weightage.
