Tender Description Expression of Interest (EOI) – GSBTM/2025-26/002 issued by Gujarat State Biotechnology Mission (GSBTM), Department of Science & Technology, Government of Gujarat.
Pre-Qualification Criteria
This EOI is for empanelment only (not direct work allocation). Selected agencies will form a panel for future RFPs/work orders for training, seminar, workshop, and biotech capacity-building activities of GSBTM across Gujarat. Strong technical proposal and demonstrable experience with large Govt. training/outreach programs are critical for qualification.

🔹 Scope of Work
The empaneled agencies will support training, seminars, workshops, conferences, and outreach programs in the biotechnology and allied sciences domain. Major responsibilities include:
  1. Program Implementation & Support: Organizing seminars, conferences, symposia, career guidance, training workshops, crash courses, and policy awareness programs.
  2. Outreach & Administrative Support: Student engagement activities, coordination with biotech stakeholders, support for online exams, interviews, HRD initiatives, and creative display services.
  3. Compliance & Quality Adherence: Ensuring quality benchmarks, reporting, fund utilization transparency, staff deployment, and timely submission of reports.

🔹 Eligibility Criteria

Agencies must meet all minimum eligibility requirements:
  1. Entity Type: NGO/Society/Training Institute/Company – duly registered.
  2. Operational Age: Minimum 5 years (as of 31.03.2025).
  3. Turnover: Minimum ₹5 Crore average annual turnover in last 3 years.
  4. Experience: At least 3 similar works for Govt. departments/academia in last 5 years.
  5. Project Size: At least 1 work order ≥ ₹1 Crore.
  6. JV/Consortium: Not allowed (single entity only).
  7. Blacklisting: Must not be blacklisted by Govt. (notarized undertaking required).
  8. Tax Registration: Valid PAN & GST registration.
  9. Local Presence: Office in Ahmedabad/Gandhinagar.
  10. Expert Requirement: At least 1 domain expert (15+ years exp.) in advisory/technical team.
  11. Preferred: ISO 9001:2015 / ISO 14001:2015 certification, NSDC affiliation (3+ years).
  12. Proposal Submission: Detailed technical proposal & strategy, plus annexure checklist.
🔹 Financial Criteria
  1. Turnover Requirement: Minimum ₹5 Cr average in last 3 years.
  2. Work Order Value: At least one project worth ≥ ₹1 Cr.
  3. Security Deposit: 3% of Work Order value (on award).
🔹 Tender Fee & EMD
  1. Tender Fee: ₹1,500 (Non-refundable, DD in favor of GSBTM, payable at Gandhinagar).
  2. EMD: ₹3,00,000 (Refundable, DD in favor of GSBTM, payable at Gandhinagar).
🔹 Evaluation Criteria (100 Marks, Minimum 75 Required)
  1. Organizational Age: 5 Marks
  2. Financial Turnover: 10 Marks
  3. Similar Experience: 10 Marks
  4. Candidate Trainings Conducted: 5 Marks
  5. Domain Experts in Team: 5 Marks
  6. Collaborations (Academic/Industry): 10 Marks
  7. Technical Proposal & Strategy: 30 Marks (highest weightage)
  8. NSDC Affiliation: 5 Marks
  9. Training Infrastructure/Manpower: 10 Marks
  10. Gujarat Presence: 5 Marks
  11. ISO Certifications: 5 Marks

🔹 Submission Guidelines

  1. Mode: Both online (n-procurement) and hard copy submission in sealed envelope marked “EOI for Empanelment of agencies for Event/Training/Workshop Management.”
  2. Hard copy submission at: GSBTM, Block 11, 2nd floor, Udyog Bhavan, Sector 11, Gandhinagar, Gujarat – 382010.
  3. Documents must be signed & stamped by authorized signatory.
