1. Scope of Work

1. Conduct 10-day refresher/upskilling training (40 hours, 4 hrs/day) for 40 participants (20 Gypsy Safari Drivers + 20 Mahouts) of Pobitora Wildlife Sanctuary.
2. Training to cover soft skills, personality development, communication, hospitality, safety awareness, wildlife/ecological knowledge, and conservation practices.
3. Training provider to handle mobilization, training delivery, certification, stipend disbursement, and post-training tracking.
4. ASDM will monitor via MIS, CCTV, biometric attendance.
5. Training must start within 15 days of target release, else forfeiture of Performance Security.
6. No subcontracting or franchising allowed.

1. Legally registered entity: NCVT/SCVT affiliated ITI/Polytechnic, Govt. Institution, Pvt. Company, NGO, Trust, Society, LLP.
   Proof: Registration/ Incorporation Certificate.
2. Min. 3 years’ experience in skill training & placement.
   Proof: Placement records/ documents.
3. Not blacklisted/barred by any Govt./PSU.
   Proof: Affidavit on ₹100 E-stamp.
4. Must have at least one office in Assam.
5. Authorized signatory must sign & seal all documents.
6. Financial Eligibility:
   1. Avg. Annual Turnover: ₹7.00 Lakhs (last 3 FYs: 2021-22, 2022-23, 2023-24).
   2. Positive Net Worth.
      (Exemption: Govt. Institutions).

3. Financial Criteria

1. Estimated Tender Value: ₹3,09,000/-
2. Performance Security: 5% of contract value (DD in favor of Mission Director, ASDM).
3. Turnover Requirement: Min. ₹7 Lakhs average annual turnover (3 years).

4. Evaluation Method: QBS (Qualification-Based Selection).

      1. Govt. schemes implemented = 10 marks
      2. Completion certificates = 20 marks
      3. Presentation = 20 marks
   2. Min. Qualifying Marks = 30
   3. Highest scorer (H1) awarded contract.

1. Training partner must start within 15 days of target release.
2. Performance monitored by ASDM MIS & field inspections.
3. Penalty/forfeiture if training not started in time or if terms breached.
4. Payment only after successful completion & certification.
5. Disputes resolved via Arbitration in Guwahati.
