Tender Brief Selection of Training Partner to implement refresher training for 750 tourism stakeholders in Kaziranga Region
Tender Description This tender invites NCVT/SCVT-affiliated training providers with minimum 3 years’ experience and financial strength (₹50 lakh turnover, positive net worth) to conduct refresher training for 750 tourism stakeholders in Kaziranga. The program emphasizes eco-tourism, communication, hospitality, and wildlife awareness. Bidding follows QCBS (70:30) with strict compliance on infrastructure, monitoring, and delivery standards.
Pre-Qualification Criteria
Selection of Training Partner for Refresher Training of 750 Tourism Stakeholders in Kaziranga Region
1. Scope of Work
  1. Conduct refresher training for 750 stakeholders (gypsy drivers, tour guides, mahouts, and homestay owners) in Kaziranga Region.
  2. Batch Size & Duration: 30 trainees per batch, 2 days training, total 25 batches (50 days).
  3. Training to cover:
    1. Biodiversity, conservation, wildlife spotting (dos & don’ts).
    2. Tourist communication, etiquettes, homestay/hospitality skills.
    3. Hands-on flora/fauna identification, birding, social media usage.
    4. Assessment & certification.
  4. Training must be delivered by NCVT/SCVT-affiliated ITIs, Polytechnics, Govt. Institutions, Pvt. Companies, NGOs, Societies, Trusts, LLPs.
  5. ASDM will monitor performance via MIS, biometric attendance, IP-enabled CCTV.
  6. No subcontracting or franchising allowed.
  7. Training centers must be active in Assam and subject to inspection.
2. Eligibility Criteria
  1. Legally registered entity (Govt. Institution/ITI/Polytechnic/NGO/Trust/Firm/Company/LLP).
  2. NCVT/SCVT affiliation required.
  3. Minimum 3 years’ experience in skill training & placement.
  4. Not blacklisted/barred by Govt./PSU/statutory bodies.
  5. At least one registered/branch office in Assam.
  6. Authorized signatory must sign all documents.
  7. Financial eligibility:
  8. Valid PAN & GST registration (as per addendum).

3. Financial Criteria

  1. Estimated Tender Value: ₹27,48,000/-
  2. Performance Security: 5% of contract value (DD in favour of Mission Director, ASDM).
  3. Payment Terms: 100% after successful completion & certification of training (GST invoices required).
4. Tender Fee & EMD
  1. Tender Processing Fee: ₹500/- (online via assamtenders.gov.in)
    1. Exempted for Govt. ITIs, Polytechnics, Govt. Schools/Colleges/Training Institutes.
  2. EMD (Bid Security): ₹57,000/- (online payment).
    1. Exempted for Govt. institutions (same as above).
5. Evaluation Criteria (QCBS Method)
  1. Technical (70%) + Financial (30%).
  2. Technical Score breakup (100 marks):
    1. Govt. skill training schemes implemented – up to 15 marks.
    2. Completion certificates – up to 20 marks.
    3. Infrastructure readiness (building, CCTV, toilets, internet, power backup) – up to 35 marks.
    4. Presentation – 30 marks.
  3. Minimum 70 marks required in technical evaluation to qualify for financial bid opening.
6. Submission Guidelines
  1. Mode: Online submission through https://assamtenders.gov.in.
  2. Required Submissions:
    1. Technical proposal (Tech-1 to Tech-5).
    2. Power of Attorney & Non-blacklisting affidavit (in hard copy to ASDM).
    3. No other hard copies required.
  3. Digital signatures & scanned documents required.
  4. No subcontracting/franchising permitted.
