Tender Title: Comprehensive Self-Defence Training Programme for Female Students under PM-USHA
1. Scope of Work
- Conduct a 6-month training programme (3 months Basic + 3 months Advanced) in self-defence for female students (18–23 years).
- Training plan:
- Batch Structure: 2 batches, each of 25 students (total 50 participants per cohort).
- Duration: 6 months per cohort.
- Frequency: Weekdays, 4 hours/day.
- Over 2 years: 4 batches will be conducted.
- Modules:
- Basic Training: Physical education, safety drills, situational awareness.
- Advanced Training (specialization):
- Karate Foundation
- Judo Mastery
- Taekwondo
- Kickboxing
- Trainers:
- Minimum 3 years’ experience.
- Dedicated trainer per advanced course.
- 50% trainers must be female (mandatory female trainer for all-female batches).
- Other Deliverables:
- Student registration, attendance logs, monthly reports, progress evaluation, final certification.
- Public awareness via banners, flyers, and Marathi newspaper advertisements.
- Certification issued jointly by PM-USHA & recognized martial arts association.
2. Eligibility / Pre-Qualification Criteria
Bidders must submit:
- Valid Registration Certificate (Firm/Trust/Agency).
- PAN Card.
- GST Certificate (if applicable).
- Last 3 years’ ITR / Audit Reports.
- Not Blacklisted Declaration on ₹100 stamp paper, notarized.
- Terms & Conditions Acceptance Certificate.
- Proof of EMD submission.
- Preference to experienced firms/trusts.
- Must comply with PM-USHA & UGC norms.
3. Financial Criteria
- Estimated Bid Value: ₹28,08,000 (approx.)
- EMD:
- ₹30,000 (GeM Portal terms)
- OR ₹14,500 (as per buyer ATC, Demand Draft in favour of Joint Director, Technical Education, Nagpur – bidders must check clarifications).
- Turnover/Experience Exemption: Not applicable for Startups/MSEs (no relaxation).
- Payment Terms:
- No advance payment.
- Monthly payment after successful completion of training plan & documentation.
- Processed via SNS SPARSH portal.
- Subject to availability of funds & Govt. approvals.
4. Tender Fee
- No Tender Fee / Participation Fee (GeM rules prohibit this).
5. Submission Guidelines
- Mode: Online via GeM portal.
- Type of Bid: Two-packet (Technical + Financial).
- Documents: Must be uploaded on portal; proof of EMD submission also required.
- Technical Clarifications: 2 days allowed during evaluation.
