Work Name: Selection of Agency(ies) for Design, Development, and Implementation of an End-to-End Skill Development Management System for WEBEL Digital Academy
📌 Scope of Work
The selected agency will design, develop, and implement a comprehensive digital platform (WEBEL Digital Academy Platform) with the following modules:
- Career Guidance & Counselling
- Online admission, enrolment, fee, and royalty management
- Course content and training progress tracking
- Assessment & certification framework (with secured question banks, automated grading, certificate generation)
- Employment tracking & skill registry integration (with government portals, employment exchanges, SSCs, NASSCOM, etc.)
- Franchise onboarding, renewal, and performance monitoring
- Royalty management & payment gateway integration
- Global/NASSCOM certification programme management
- Internship & corporate training management
- Alumni registration & placement tracking
- Analytics dashboards & reports
- End-to-end student lifecycle management
Technical Deliverables include:
- Responsive web portal + mobile application (future)
- API integrations (Govt. systems, third-party assessments, employment exchanges)
- Multi-language support (English & Bengali)
- Security compliance (ISO 27001, IT Act, DPDP equivalent) with data encryption, audit trails, user authentication
- Hosting at West Bengal State Data Centre with DR & backup
- Training & knowledge transfer to WEBEL staff
- Warranty & support for 3 years (uptime ≥ 99.5%)
📌 Eligibility / Pre-Qualification Criteria
- Entity Type: Company registered under Companies Act 1956/2013, LLP, Partnership, Proprietary, or OPC; minimum 3 years operational.
- Turnover: Avg. annual turnover ≥ ₹50 lakhs (FY 2022–23, 2023–24, 2024–25).
- Experience:
- At least 3 similar projects (Govt./PSU/Educational Institutions).
- At least 3 years of web/ERP/LMS platform experience.
- Must meet one:
- 1 work order ≥ ₹10 lakhs OR
- 2 work orders ≥ ₹5 lakhs each OR
- 3 work orders ≥ ₹3 lakhs each.
- Other Documents:
- GST, PAN, Trade License, ITR (3 years), Incorporation certificate.
- ISO 9001:2015 & ISO 27001:2022 certifications.
- Registered office in West Bengal (last 5 years).
- Not blacklisted (Self-declaration).
- Power of Attorney authorization.
- Exemptions: NSIC/MSME/Udyog Aadhaar registered bidders exempted from EMD & fee (up to limits).
📌 Financial Criteria
- Tender Fee: ₹500 (non-refundable).
- EMD: ₹15,000 (Refundable).
- Performance Bank Guarantee (PBG): 10% of contract value.
- Bid Validity: 180 days.
- Price Quotation: In BoQ format only (online submission).

- Financial Score (30%)
- Technical scoring includes:
- Turnover (up to 30 marks)
- Similar projects (up to 20 marks)
- ERP/LMS experience (up to 20 marks)

- Presentation/Demo (20 marks)
📌 Submission Guidelines
- Mode: Online submission only via https://wbtenders.gov.in.
- Digital Signature Certificate (DSC Class-II/III) mandatory.
- RFP response must include signed RFP document, covering letter, bidder details, work order copies, certifications.
- No Consortium / No Subcontracting allowed.
