Bihar Skill Development Mission (BSDM)

1. Establishment of a Mega Skill Centre (MSC) in Energy 4.0 and Industry 4.0 technologies in Bihar.
2. Key responsibilities of selected agency:
   1. End-to-end setup of labs with modern infrastructure (as per given specifications).
   2. Design & development of industry-relevant curriculum and training modules.
   3. Training of Trainers (ToT) and delivery of student-centric programs.
   4. Deployment of trainers for minimum 2 years (extendable by 1 year).
   5. Facilitate industry collaboration, certification, and placements.
3. Areas covered: Industrial Automation, Smart Grids, Energy Management, Robotics, IoT, EV Charging Systems, Digital Factory, OT Cybersecurity, and other Industry 4.0 modules.

1. Legal Status:
   1. Company (Companies Act 2013), Partnership, LLP, Society, or Trust (registered).
2. Financials:
   1. Average turnover of ?25 Crore in any 3 of the last 4 FYs (2021–22, 2022–23, 2023–24, 2024–25).
   2. Positive net worth in FY 2023–24.
3. Technical Experience:
   1. At least 3 work orders of ?3 Crore each in last 5 years for setting up Centres of Excellence / Advanced Technology Labs in Energy Management, Automation, Industry 4.0, or Electrical Technology at Govt. Institutes/PSUs/ITIs.
   2. Minimum 1,000 candidates trained in last 3 years in Energy Management/Industrial Automation/Electrical sector.
4. Technology Partner (OEM):
   1. Must be a Global OEM in electrical & automation technology with production in multiple countries (including India).
   2. Minimum ?1,000 Crore average turnover in last 3 FYs (2021–24).
5. Other Requirements:
   1. Valid PAN & GST.
   2. Not blacklisted by any Govt. entity.
   3. Submission of Manufacturer Authorization Form (MAF).

1. Selection Method: LCS (Least Cost System).
2. Bid validity: 180 days.
3. Performance Guarantee (PG): 5% of contract value (valid for 30 months, extendable if project extended).

1. Tender Document Fee: ?5,000 (Non-refundable).
2. Tender Processing Fee: ?590 (Non-refundable).
3. EMD: ?40,00,000 (Refundable, non-interest bearing).

3. Consortium/Joint Venture not allowed.
4. No hard copy submission accepted.
