Pre-Qualification Criteria |
1. Scope of Work
- Delivery of Cybersecurity Awareness Training Sessions for Gujarat Cyber Crime staff at Gandhinagar and Ahmedabad.
- Objective: Enhance law enforcement personnel’s knowledge in identifying, preventing, and responding to cyber threats.
- Training Topics (sample list):
- Cybercrime classifications & techniques
- Social media–related crime investigation
- Financial frauds & bank account investigation
- CDR/IPDR analysis
- OSINT & Web intelligence
- Malware analysis & digital forensics
- Dark web investigation & anonymity
- Each session: 2 hours | Sessions: 2 days per training batch.
- Soft copy of training material to be provided.
- Contract Period: 1 year from date of work order.
2. Pre-Qualification / Eligibility Criteria (Mandatory)
Vendors must meet all criteria below:
- Affiliation with a university capable of offering M.Tech/B.Tech in Cyber Security + valid MoU with a State University.
- Certifications: ISO 27001, ISO 9001, GDPR.
- Possess Digital Forensics Lab, SOC Lab, Red Teaming capabilities, Integrated Cyber Security Command Control Centre (ICSCC).
- ICSCC must comply with digital & physical access controls.
- EduTech department with at least 5 years track record + minimum 5 faculty trainers.
- Employ engineers with OEM Cyber Security product certifications.
- Have a designated CISO in the organization.
- Certified team with CISA, CISM, ISO Lead Auditor (or equivalent).
- Recognition in Hall of Fame from reputed organizations.
- Fully functional SOC near Gandhinagar/Ahmedabad.
- Dedicated training laboratory with practical tools.
- Certified under Startup India & recognized as MSME.
- Proven track record of training State Police/Govt. Organizations.
- Dark Web analysis capability via executive partnership.
- Capability to issue University-certified training certificates.
Note: Sub-dealers/subletting not allowed.
3. Financial Criteria
- Price validity: For the entire contract period.
- No advance payment.
- 100% payment after completion of first training session.
- Financial evaluation: L1 selection (lowest cost) among technically qualified bidders.

5. Submission Guidelines
- Sealed bids to be submitted (no email submission allowed).
- Technical bid → If qualified → then financial bid will be opened.
- Evaluation includes eligibility compliance, specification match, and commercial offer.
