Pre-Qualification Criteria
1. Scope of Work
The empanelled agencies will provide Drone-as-a-Service (DaaS) for various Government departments of Andhra Pradesh, including but not limited to:
- Agriculture & Allied sectors – crop monitoring, precision farming, spraying, livestock management, pest detection.
- Infrastructure – surveying, inspection, monitoring of roads, bridges, buildings, pipelines, power grids, water plants.
- Disaster Management – rescue, real-time assessment, emergency supply delivery, mapping.
- Delivery Services – short/long-distance package delivery, warehouse management.
- Environmental Monitoring – pollution monitoring, forest fire detection, wildlife surveys, climate change tracking.
- Security & Surveillance – crowd monitoring, border patrol, traffic management, anti-poaching, crime prevention.
- Mining & Exploration – stockpile management, geological mapping, hazard identification.
- Defense & Military – reconnaissance, surveillance, arms/ammunition monitoring.
- Others – entertainment & sports (videography, drone shows), education & research, energy, health care, public safety, construction, transportation, water resource management.

2. Eligibility Criteria
General:
- Applicant must be a registered legal entity (Company/LLP/Partnership/Proprietorship).
- Must comply with DGCA regulations & drone safety protocols.
- Must demonstrate financial stability.
- If operational ≥3 years → audited financial statements of last 3 years.
- Positive net worth for the last 3 financial years (CA-certified certificate required).
- Must present a local employment plan (training/upskilling workforce).
Technical:
- Prior experience in drone services (if operational for ≥3 years).
- Access to a functional fleet of drones with required technology.
- Valid certifications for drone pilots/operators (as per DGCA).
Evaluation Weightage:
- Experience in drone operations/services – 20%
- Technology & software access – 10%
- DGCA certifications – 10%
- Experience across multiple sectors – 50%
- DGCA compliance & safety protocols – 5%
- Safety record – 5%
3. Financial Criteria
- Participation Fee: ?11,800 (incl. taxes), via Demand Draft.
- One-time Registration Fee (non-refundable): ?50,000 + 18% GST (only for selected agencies, via NEFT/RTGS).
- Administrative Charges: 5% of every work order to be paid to APDC.
4. Tender Fee & EMD
- Tender/Participation Fee: ?11,800 (mandatory).
- EMD: Not applicable (no Earnest Money Deposit mentioned).
- Registration Fee: ?50,000 (+18% GST) for empanelled agencies.
5. Submission Guidelines
- Submit hard copy proposal in a sealed envelope to:

3rd Floor, NTR Administrative Block, Pandit Nehru Bus Station, Vijayawada – 520013.
- Envelope should be marked:
“Expression of Interest (EoI) for Empanelment of Agencies for providing Drone-as-a-Service (DaaS), Ref. No- APDC/EOI/DaaS-02/2025, Dt: 28.08.2025”
- Proposal must include: Application Form, Profile, Declarations, Financials, DGCA compliance, Equipment/Software list, Commercial Proposal.
- Language: English.
- Late submissions will be rejected.
