Tender Summary

1. Implementation of DDU-GKY 2.0 projects in the Union Territory of Puducherry.
2. Training & skilling of 658 rural poor youth in the financial year 2025–26.
3. Mobilization of candidates from Ariyankuppam, Villianur, and Karaikal blocks.
4. Training must comply with DDU-GKY 2.0 Guidelines, SOPs, and MoRD/PSRLM notifications.
5. Minimum placement outcome:
   1. 70% overall placement (50% wage employment + 20% self-employment).
   2. Salary conditions:
      1. 3-month courses → ₹10,000/month or state minimum wage (whichever higher).
      2. 6-month courses → ₹15,000/month or state minimum wage (whichever higher).
      3. Overseas placements → minimum ₹25,000/month.
6. Indicative priority sectors: Tourism & Hospitality, IT-ITES, BFSI, Healthcare, Apparel, Logistics, Hardware & Electronics, Green Hydrogen, etc.

1. Must have a Permanent Registration Number (PRN) from MoRD.
2. Should be:
   1. Registered under Indian Trusts Act, Societies Act, Companies Act, Cooperative Acts, or LLP Act.
   2. Federations under SRLM (SHG federations).
   3. Govt./Semi-Govt. organizations.
   4. NGOs (must be registered on NITI Aayog’s Darpan Portal).
3. At least 3 years old at the time of application (except DPIIT-registered start-ups).
4. Trainers must have valid SSC ToT certification.
5. Courses must be between 3–6 months (minimum 576 hrs).

1. PIAs with recovery proceedings under DDU-GKY.
2. PIAs with placement achievement <50% (as of 31.03.2025).
3. Blacklisted skilling agencies.
4. PIAs with directors/officials linked to defaulting agencies.
5. Sister concerns/subsidiaries of defaulters.
6. Consortiums are not allowed.

1. Application Fee (non-refundable):
   1. ₹25,000 + 18% GST = ₹29,500 for initial screening.
2. Qualitative Appraisal Fee:
   1. ₹1,25,000 + GST (to be paid to NABARD Consultancy Services – empaneled appraisal agency).
3. No mention of EMD (Earnest Money Deposit).
4. Fund release as per DDU-GKY 2.0 Guidelines (milestone-based).

1. Tender/EOI Fee: ₹25,000 + GST (screening fee).
2. Appraisal Fee: ₹1,25,000 + GST.
3. EMD: Not applicable.
