1. Scope of Work

1. Onboarding an agency to provide manpower for conducting regular intensive training sessions for the state police force.
2. Training expected to enhance operational efficiency, discipline, and preparedness.
3. The selected agency must deploy qualified trainers and design structured training modules in line with Odisha Police requirements.

1. Quality-cum-Cost Based Selection (QCBS) method.
2. Proposal validity: 180 days from opening of technical bid.

1. Agency must be a registered legal entity.
2. Proven experience in conducting training programs (preferably for police, paramilitary, or government organizations).
3. Sufficient technical manpower and training infrastructure.
4. Should not be blacklisted by any government department.
5. Compliance with statutory obligations (GST, PAN, PF, ESI, etc.).

1. Likely minimum average annual turnover requirement (not visible in excerpt, but standard).
2. Must have positive net worth.
3. Performance Security: 5% of contract value (valid for 10 months).

1. Tender Fee (Non-refundable): ₹11,800 (incl. 18% GST).

1. Proposal must be submitted in hard copy (offline only), sealed in envelopes:
   1. Envelope A – Pre-Qualification & Technical Proposal
   2. Envelope B – Financial Proposal
2. Both envelopes to be packed in one main envelope.
3. Any mixing of financials in the technical bid will lead to summary rejection.
4. Each page must be numbered, signed, and sealed by an authorized representative.
5. Conditional bids will not be accepted.
6. Must include Tender Fee DD along with submission.
