1. Implement Fully Residential Vocational & Skill Development Training Programme for 30 Gorkha youth in the job role of Make-Up Artist.
2. Duration: 400 hours residential training.
3. Activities include:
   1. Conducting training as per NSDC/SSC curriculum.
   2. Providing classrooms & lab facilities as per SSC norms.
   3. Conducting assessments via SSC/third-party agency.
   4. Documentation (photos, videos, daily reports).
   5. Submission of quarterly & final progress reports.
   6. Compliance with Standard Operating Procedure (SOP) issued by Directorate.

1. Type of Organization:
   1. Registered Training Institutes / Organizations (Society, Trust, etc.) mandatory registered in Assam.
2. Existence: Minimum 10 years in Assam.
3. Experience:
   1. Minimum 5 years in skill development training.
   2. Must have executed skill training for Assam State Govt. in last 3 years.
   3. Must have trained at least 3000 candidates in last 5 years (supported by Govt./PSU/Central orders).
   4. Must have worked with at least 5 Development Councils/Autonomous Councils of Assam in last 3 years.
4. Financial:
   1. Average annual turnover: ₹1 Cr (FY 2021-22, 2022-23, 2023-24).
   2. CA certified turnover certificate with UDIN required.
5. Legal:
   1. Valid PAN.
   2. Not blacklisted by Govt./PSUs in last 3 years (Notarized affidavit required).
6. Work Start: Within 60 days of Work Order issuance.

1. EMD: ₹26,000/- (2% of tender value for General, 1% for SC/ST/OBC).
   1. Form: FD/DD/BG payable to “Director, Welfare of SC & BC, Assam” at Guwahati.
2. Tender Fee: Not required.
3. Financial Bid:
   1. To be submitted online via GeM.
   2. Must be inclusive of all taxes, duties, levies, and charges.
   3. Selection based on QCBS – 80:20 (Technical:Financial).

1. Mode: Online submission through GeM + one original hard copy to be submitted.
2. Bid Format:
   1. Part I: Technical Bid (with forms Tech-1 to Tech-4, annexures, and supporting docs).
   2. Part II: Financial Bid (online only).
3. Validity: 90 days from last date of submission.
4. Technical Evaluation: Based on documents + presentation (minimum 70 marks required).
5. QCBS Formula:
   1. Technical Score = 80% weightage.
   2. Financial Score = 20% weightage.
