4. Training Delivery – Offline mode; domain skills (70%), IT skills (20%), soft skills (10%).
5. Assessment & Certification – Corporate or global certifications.
6. Placement Support – Provide offer letters for at least 70% of successful candidates.
7. Post-Training Tracking – Track candidates for one year post-placement.
8. Monitoring & Reporting – Periodic reporting, feedback collection, compliance.

   • Industry OR Industry-promoted/partnered institutions, legally registered in India before 31 March 2021.
2. Experience:
   • Experience in Skill Development & Corporate Certification in proposed sector(s).
   • At least 2 similar assignments with Central/State Govt./CSR in last 3 years.
3. Financials:
   • Industry: Avg. turnover ₹20 Cr. (FY 21–22, 22–23, 23–24/24–25) & positive net worth.
   • Industry-promoted/partnered institutions: Avg. turnover ₹2 Cr. from skill development & positive net worth.
4. Human Resource:
   • Industry: Min. 100 employees + 5 experienced trainers.
   • Institute: Min. 20 employees + 5 experienced trainers.
5. Capacity:
   • Min. 2 functional skill centres.
   • Placement record of 500 candidates in last 3 years in proposed sector.
   • Availability of 200+ vacancies (own/associated orgs.).
6. Compliance: GST, PAN, clearance of GST dues up to 31 March 2025.
7. Others: Not blacklisted, affidavit of integrity, course details, non-association declaration.

• Bid Document Fee: ₹5,000 (non-refundable, in favour of Commissioner, College Education, Jaipur).
• Bid Processing Fee: ₹2,500 (non-refundable, in favour of MD, RISL, Jaipur).
• Performance Security: 5% of contract value (BG/DD/Banker’s Cheque from nationalized bank, valid through project + 60 days).

• Online Submission only through e-Proc portal.
• Digital Signature (Type-III) mandatory.
• Hard copies of DD for document & processing fees to be physically submitted at Commissionerate office.
