EOI for Selection of Agency for Vocational Training for APSC & Other Competitive Exams (Assam)
1. Scope of Work
- Provide 3-month intensive training (including holidays) to 700 candidates from Koch Rajbongshi Community across multiple districts of Assam.
- Training includes:
- Coaching for APSC Prelims & other competitive exams
- Study materials & class schedules
- Mock tests for all stages of exams
- Motivational classes & stipend for trainees
- Attendance via biometric system
- Progress & completion reports to the Directorate
2. Eligibility / Pre-Qualification Criteria
- Must be registered & operational in Assam (Company/Society/Firm/Trust).
- Average turnover of ₹1 crore during the last 3 financial years (2021–22, 2022–23, 2023–24).
- Must have work orders from Assam State Government for competitive exam coaching within the last 3 years (not earlier than 2020).
- Experience of working with Assam State Govt. in providing APSC/UPSC/other govt. exam coaching.
- Experience of working with Development Council/Autonomous Council in Assam for APSC/government exam coaching.
- Must submit:
- Faculty list with CVs & certificates
- PAN card, Registration certificate
- Affidavit of not being blacklisted
- Work must begin within 60 days of Work Order issuance.
3. Financial Criteria
- Turnover Requirement: Minimum ₹1 crore (average of last 3 FYs).
- Financial Bid to be submitted online via GeM portal (all-inclusive INR values, no % allowed).
4. Tender Fee & EMD
- Tender Fee: Nil
- EMD: ₹5,00,000/- (DD/FD/BG)
5. Submission Guidelines
- Bidding through GeM portal only.
- Submit one original hard copy of proposal signed in ink (no overwriting/typed signatures).
- Technical Bid in sealed envelope super-scribed with EOI title and addressed to:
Directorate of Welfare of SC & BC, Assam & Office of the Member Secretary, Koch Rajbongshi Dev. Council, Guwahati.
- Documents required:
- Court fee stamp of ₹8.25/-
- EMD proof
- CA certified turnover certificates (with UDIN)
- PAN, Registration/Trade license
- Affidavit of not blacklisted
- Faculty details, branch details, work orders/MoUs, past student success list
- Annexures A–C, Forms Tech 1–5
6. Evaluation Methodology
- Two-stage evaluation: Technical & Financial
- QCBS (Quality cum Cost Based Selection) – 75:25 ratio
- Technical = 75% weightage (Min. 70 marks required)
- Financial = 25% weightage
- Scoring Parameters include:
- Work orders/MoUs with Govt. & councils
- Students cleared in APSC exams
- Faculty strength & qualification
- No. of branches across Assam
- Presentation quality (training model & outcomes)
