EOI for Selection of Agency for Vocational Training for APSC & Other Competitive Exams (Assam)

1. Provide 3-month intensive training (including holidays) to 700 candidates from Koch Rajbongshi Community across multiple districts of Assam.
2. Training includes:
   1. Coaching for APSC Prelims & other competitive exams
   2. Study materials & class schedules
   3. Mock tests for all stages of exams
   4. Motivational classes & stipend for trainees
   5. Attendance via biometric system
   6. Progress & completion reports to the Directorate

1. Must be registered & operational in Assam (Company/Society/Firm/Trust).
2. Average turnover of ₹1 crore during the last 3 financial years (2021–22, 2022–23, 2023–24).
3. Must have work orders from Assam State Government for competitive exam coaching within the last 3 years (not earlier than 2020).
4. Experience of working with Assam State Govt. in providing APSC/UPSC/other govt. exam coaching.
5. Experience of working with Development Council/Autonomous Council in Assam for APSC/government exam coaching.
6. Must submit:
   1. Faculty list with CVs & certificates
   2. PAN card, Registration certificate
   3. Affidavit of not being blacklisted
7. Work must begin within 60 days of Work Order issuance.

1. Turnover Requirement: Minimum ₹1 crore (average of last 3 FYs).
2. Financial Bid to be submitted online via GeM portal (all-inclusive INR values, no % allowed).

2. QCBS (Quality cum Cost Based Selection) – 75:25 ratio
   1. Technical = 75% weightage (Min. 70 marks required)
   2. Financial = 25% weightage
3. Scoring Parameters include:
   1. Work orders/MoUs with Govt. & councils
   2. Students cleared in APSC exams
   3. Faculty strength & qualification
   4. No. of branches across Assam
   5. Presentation quality (training model & outcomes)
