📌 Scope of Work (Key Activities)
- Waste Segregation & Monitoring: Ensure segregation at source into Dry, Wet, Sanitary & Hazardous waste; record keeping; penal action support.
- Public Cleaning & GVPs: 100% sweeping, rectification of Garbage Vulnerable Points, monitoring through photos & logbooks.
- On-site Wet Processing: Campaign for home composting, ensure 10% adoption.
- Capacity Building: Regular workshops for ULB staff, public awareness campaigns in each ward.
- Sanitation & FSTP: Survey of septic connections, registration of desludging operators, operation support for FSTP.
- ODF++ & GFC Rating: Preparation of required documents, assistance during inspections, compliance with MoHUA guidelines.
- MIS & Documentation: Monthly data entry in SBM/Swachhtam portal, reporting.
- Citizen Engagement & IEC: Social media campaigns, rallies, competitions, awareness drives, Nukkad Natak, Puppet Shows, School campaigns, etc.
- Other Work: Assistance in composting, MRF, C&D plants, RRR centers, grievance redressal, technical assistance to ULB
📌 Eligibility / Pre-Qualification Criteria
- Experience:
- Minimum 3 works of similar nature (IEC campaign, Data Collection, Monitoring, Documentation, Community Engagement for Swachh Survekshan at ULB level) of value ≥ 50% of PAC in last 3 years, OR
- 1 work of similar nature of 100% PAC value in last 3 years
- Financial Turnover:
- Minimum ₹25 Lakh turnover in each of the last 3 financial years (FY 2019-20, 2020-21, 2021-22)
- Registration:
- Registered under Companies Act or relevant statutory act.
- Valid PAN, EPF, and GST registration
- Blacklisting:
- Must not be blacklisted by any government/ULB (self-declaration required).
📌 Financial Criteria
- Estimated Cost: ₹10,00,000 (exclusive of GST).
- Tender Fee: ₹2,000 (Non-refundable, Online)
- EMD: ₹10,000 (Online Payment)
- Performance Guarantee: 3% of contract value (in form of BG/FDR/DD, valid for 1 year)
