๐ Scope of Work
- Implementation of Short-Term Training (STT) and Entrepreneurship Development Program (EDP) for Spa Therapist under the Mukhya Mantri Dakshata Unnayan Prakalpa (MMDUP) scheme.
- Training location: West Tripura, targeting 60 unemployed women (age 18-35).
- Training duration: 390 hours (330 hours technical training + 60 hours entrepreneurship training).
- Focus areas:
- Skill development as per Sector Skill Council norms.
- Digital literacy, entrepreneurship, financial literacy.
- Post-training enterprise creation and market linkage.
- Support to include infrastructure, trainers, training content, assessment, and placement/entrepreneurship.
๐ Pre-Qualification & Eligibility Criteria
Training providers must meet:
- NSDC Registration: Valid registration required.
- Legal Status: Registered as Company, LLP, Trust, Society, etc.
- Experience:
- Minimum 3 years in skill ecosystem.
- At least 5 completed EDP/livelihood projects with proof.
- Certified trainers with 2+ years’ experience.
- Collaboration:
- Letters of collaboration from ITI, Polytechnic, Govt. institutes, SOFED, EDI, etc.
- Local market linkage strategies and institutions.
- Training Infrastructure: Fully equipped as per SSC norms.
- Trainer Certification: Valid ToT certifications and entrepreneurship certifications.
- Compliance: PAN, GST, EPFO, ESIC, audit reports for last 3 years.
- Training Plan: Detailed session plans aligned with NOS and NSQF.
- EDP Plan: Tailored entrepreneurship training with formal collaboration.
๐ Financial Criteria
- Training cost: โน42 per hour per candidate.
- Refreshment: โน100/day (non-residential).
- Residential Charges: โน375/day (residential).
- Conveyance: โน2000 (non-residential) or โน500 (residential), post-assessment.
- No payment for dropout candidates.
- Payments will be made in 3 tranches based on milestones:
- 20% at batch commencement.
- 20% after successful certification.
- 60% based on placement/self-employment (minimum 75% success required).
๐ Tender Fee & EMD
- EMD (Refundable): โน42,238.
- Tender Fee (Non-refundable): โน1,500.
- Both payable electronically through the portal.
- EMD refunded after award of contract and performance bank guarantee submission.
- No interest on EMD; possible forfeiture in case of misrepresentation or non-performance.
๐ Submission Guidelines
- Bid documents available online at https://tripuratenders.gov.in
- Digital Signature Certificate (Class 3) required.
- All documents to be uploaded online in PDF format (100 dpi).
- Physical submissions are not allowed.
- Multiple resubmissions allowed until bid closing date.
- Detailed proposal formats provided in annexures (PAF, job roles, declarations, affidavits, etc.).

- Bid Opening Date: 15th September 2025, 4:00 PM (Agartala, Tripura).
- Submission and download dates: Available on the Tripura e-procurement portal.
- Documents must be uploaded before the deadline; late submissions rejected.

- Based on a 100-point system, including:
- Experience (10 marks),
- Collaboration proofs (10 marks),
- Trainer credentials (10 marks),
- Curriculum (10 marks),
- EDP component (20 marks),
- Post-training support strategy (30 marks),
- Documentation & compliance (5 marks),
- NSDC registration (5 marks).
- Minimum technical score required: 60 out of 100.

- Legal jurisdiction limited to Agartala courts.
- The tender may be canceled at any time.
- Fraudulent practices, blacklisting, or misrepresentation lead to disqualification.
- Placement not mandatory but required for final tranche payments.
- Geo-tagged photos, biometric attendance, CCTV logs, and documentation essential for payments.
