1. Scope of Work
- Empanelment of Training Service Providers (TSPs) for Green Jobs training across Gujarat.
- Training focus on reskilling, upskilling, and new skilling in priority green sectors:
- Renewable Energy (Solar, Wind)
- Electric Mobility (EV Assembly, Service & Maintenance)
- Energy Efficiency
- Waste Management & Recycling
- Green Construction & Water Management
- Responsibilities of TSPs:
- Mobilization & beneficiary enrollment
- Setting up/operating compliant training centres
- Delivering NSQF-aligned training using certified trainers
- Coordinating assessment & certification via KSU-approved assessors
- Facilitating placement / self-employment linkages
- Reporting via SDMS/AEBAS and ensuring compliance with KSU guidelines
2. Project Duration
- 1 year, subject to annual review & renewal.

Minimum ₹10 crore average annual turnover in last 3 audited FYs. (For consortium: only Lead Bidder’s turnover considered).

Trainer & Infrastructure Readiness
|
Minimum 5 qualified trainers + compliant training infrastructure.

Statutory Compliance
|
Valid PAN & GST registration.
|
No Blacklisting
|
Self-declaration of not being blacklisted by any govt./donor agency.

4. Technical Evaluation Criteria (100 Marks, Minimum 60 to Qualify)
- Experience in Green Jobs Training – up to 15 marks
- Turnover (last 3 years) – up to 20 marks
- No. of workers trained in Green Job roles (last 5 years) – up to 15 marks
- Geographic presence in Gujarat (No. of cities with centres) – up to 20 marks
- Approach & Methodology (presentation on training infra, OJT, mobilization, innovation) – up to 30 marks
5. Financial Terms
- Payouts as per Common Skilling Norms (CSN), based on allocated targets.
- Payment in 3 tranches:
- 30% on batch commencement & enrolment verification
- 30% on 70% attendance & 50% course completion
- 40% on certification of candidates (adjusted for dropouts/failures)
6. Tender Fee & EMD
- ❌ No Tender Fee mentioned.
- ✅ Performance Guarantee (PG): To be furnished before commencement (amount linked to allocated targets).
- Penalty: PG forfeiture (1%–5%) if training targets not achieved (<60%).
7. Submission Guidelines
- Submission in both modes:
- Hard copy at KSU office (mandatory).
- Email submission with scanned signed documents.
- Documents required: Cover Letter, Profile, Financials (CA certified), Trainer details, Non-blacklisting declaration, Consortium declaration (if applicable), Previous training experience.
- All documents in English; annexures must be signed, sealed, indexed.
- Proposal validity: 180 days from submission date.
