1. 📌 Scope of Work
- Implementation of DDU-GKY 2.0 training program for rural poor youth in Punjab.
- Target: 2,967 candidates for FY 2025-26.
- All classroom trainings must take place within Punjab.
- Selected agencies must strictly adhere to MoRD’s DDU-GKY 2.0 Guidelines and SoPs.
- PSDM reserves the right to decide districts, trades, and target allotment.
2. ✅ Pro-Qualification Criteria
- Agency must have a valid Permanent Registration Number (PRN) issued by MoRD.
- Agency must apply under relevant Priority Category (A, B, C, D) as per DDU-GKY 2.0 guidelines.
- Must apply only through the online MoRD portal.
3. 🏢 Eligibility Criteria
- Agencies must comply with all DDU-GKY 2.0 SOPs and Guidelines.
- Agencies with negative performance history or adverse feedback from any competent authority can be rejected/terminated at any stage.
- Must be willing to bear appraisal expenses (initial screening and qualitative appraisal fees).
- Only agencies empanelled after appraisal will be eligible for target allocation.
4. 💰 Financial Criteria & Fees
- Initial Screening Fee: ₹25,000 (non-refundable) payable to PSDM.
- Qualitative Appraisal Fee: ₹1,25,000 + GST (only for shortlisted agencies).

5. 🏦 Tender Fee & EMD
- Tender/EOI Fee (Screening Fee): ₹25,000 (non-refundable).
- Qualitative Appraisal Fee: ₹1,25,000 + GST (non-refundable).

6. 📑 Submission Guidelines
