📘 Scope of Work
The RFP aims to empanel Foreign Language Training Institutes to conduct Foreign Language Certificate Courses in:
- French, German, Spanish, Italian, Russian (360 hours each – A1, A2, B1 levels)
- Japanese (540 hours – N5 & N4 levels)
These will be conducted at various Government Colleges in Rajasthan under the Foreign Language Communication Skill Scheme.
Key Components of Scope:
- Design of training program as per international standards.
- Establishment of training infrastructure at allocated colleges.
- Deployment of qualified, certified, and experienced trainers.
- Student mobilization, interest assessment, and counselling.
- Course delivery, internal assessment, and certification.
- Career guidance and placement linkage.
- Monitoring, reporting, and coordination with CCE
⚙️ Evaluation Method
Quality and Cost Based Selection (QCBS) – 80:20 ratio
(80% Technical Proposal + 20% Financial Proposal)

📎 Submission Guidelines
- Bids must be submitted online only through eProc Rajasthan portal
- Physical submission of DD/BC/BG for Bid Document Fee, Processing Fee & EMD is mandatory.
- Applicants must have a valid Digital Signature Certificate (Type-III).
- All bids to be uploaded before the deadline to avoid last-minute technical issues.
- The proposal must include:

- Financial Bid
6. Bids not complying with RTPP Act 2012 and Rules 2013 will be rejected.
