📘 Scope of Work 
The RFP seeks non-profit organizations to implement projects that enhance Foundational Literacy and Numeracy (FLN) among out-of-school girls (ages 6–14). 
Core Activities: 
    - Baseline      & Community Diagnostics: Mapping of out-of-school girls and      barriers to education.
 
    - Community      Mobilization: Awareness campaigns and engagement of parents, SHGs, and      influencers.
 
    - Remediation      & Learning Support: Bridge courses, FLN learning modules,      after-school programs, local-language materials.
 
    - Teacher      Training & Capacity Building: Gender-sensitive pedagogy and peer      learning.
 
    - Policy      & Scheme Linkages: Integration with Govt. schemes like NIPUN      Bharat, Samagra Shiksha, etc.
 
    - Monitoring,      Evaluation & Learning (MEL): Regular data collection and      evidence-based reporting.
 
    - Sustainability      & Scale-Up: Integration into Govt. systems and community      ownership.
 
 
Target Beneficiaries: 
    - Out-of-school      girls aged 6–14 (esp. tribal, PVTG, and marginalized communities).
 
    - Teachers,      school leaders, parents, and community members.
 
 
Expected Outcomes: 
    - ≥80%      enrolment of identified OOS girls.
 
    - ≥70%      achieve grade-level literacy and ≥65% numeracy in 12–18 months.
 
    - ≥85%      retention rate.
 
    - ≥500      teachers trained.
 
    - ≥150      community sessions per state.
 
 
Preferred Locations: 
Priority districts across 8 states – Uttar Pradesh, Bihar, Madhya Pradesh, Rajasthan, Odisha, West Bengal, Jharkhand, Chhattisgarh, and Assam. 
Project Size: 
    - ₹50      lakhs to ₹3 crores
 
    - Duration:      1–3 years
 
    - Coverage:      Up to 2 adjacent states and 50–55 locations.
 
 
🧾 Eligibility Criteria / Pre-Qualification 
1. Organizational Requirements: 
    - Must      be a registered non-profit / trust / society in India.
 
    - Minimum      5 years of experience in FLN, remedial education, or girls’      education.
 
    - Proven      track record of work in out-of-school girl education, gender-responsive      programs, and community mobilization.
 
 
2. Experience Requirements: 
    - FLN      program experience (≥5 years) in selected districts/states.
 
    - Collaboration      experience with government programs (NIPUN Bharat, Samagra Shiksha, etc.).
 
    - Evidence      of work in tribal/underserved areas.

    - Funds      disbursed quarterly or half-yearly upon satisfactory progress      reports.
 
    - Separate      SBI account required for project funds.
 
    - Quarterly      reporting (activity + financial utilization).
 
    - MoU/Grant      Agreement to be executed with SBI Foundation.
