🎯 Scope of Work
The empanelled agencies will implement Skill Development Training for Building and Other Construction Workers as per BCL’s customer projects.
Key responsibilities include:
- Mobilization & Registration – Identify and register eligible beneficiaries; conduct awareness campaigns.
- Pre-Screening & Counselling – Verify eligibility and provide career counselling.
- Orientation & Bridge Training – Deliver 1-week structured training (domain skills, safety, digital literacy, soft skills).
- Assessment & Certification – Coordinate third-party assessments via SSCs or NCVET-registered bodies; ensure Skill India certification.
- Post-Training Support – Facilitate employment/self-employment linkages and welfare benefits.
BCL will oversee coordination and reporting; implementation will follow customer-specific guidelines.
📋 Eligibility Criteria
Financial Eligibility
- Minimum average annual turnover: ₹15 Crores (last 3 FYs up to 31.03.2025).
- Positive net worth in FY 2024–25.
- Profit in any one of the last 3 FYs.
- Must submit audited financials with UDIN for last 3 years.
Technical Eligibility
- Experience in conducting training/assessment under SSC or NSQF standards.
- Minimum one training batch or workforce development program conducted in last 3 years.
- Access to qualified trainers/SMEs and training infrastructure (own or tie-up).
- No consortium/JV allowed.
- Start-ups (with valid certificate) may get relaxation in financial/technical norms per DIPP policy.
💼 Documents Required
- Company profile and personnel details.
- Declaration of non-litigation and non-blacklisting.
- Registration/Incorporation certificate.
- PAN, GST, PF, ESI details.
- Start-up or MSME certificate (if applicable).
- Audited balance sheets, P&L, IT returns for last 3 years.
- Unconditional acceptance of EOI terms.
- Declaration of no change in name/organizational status.
- Integrity Pact (Annexure A).

⚙️ Contract & Evaluation Details
- Contract Duration: As per customer project requirement.
- Evaluation Method: Based on documents; only qualified bidders empanelled.
- Empanelment Period: 2 years + 1-year extension (performance-based).
- Next Stage: Empanelled vendors to participate in limited tenders for price bids case-to-case.
- Disqualification: For false representation, JV submission, or participation against BCL in competing bids.
⚖️ Other Conditions
- Integrity Pact mandatory for empanelled bidders.
- Termination: 7 days’ notice for poor performance.
- Risk Purchase & Penalty: As per BCL’s customer’s terms.
- Jurisdiction: Kolkata courts.
- Arbitration: Sole arbitrator appointed by CMD, BCL.
