🎯 Scope of Work
The selected training agency will conduct multiple capacity-building programs under NPDD (National Programme for Dairy Development), including:
- Training of Farmers – Good Hygienic Practices (GHP) / Good Manufacturing Practices (GMP) (1 day)
- Training of Dairy Personnel / Milk Testers (including Plant & Marketing Staff) (3 days)
- Training on Quality Management Systems & Clean Milk Production (3 days)
- Training of DCS Staff / BMC / Chilling Centres / AMCU / DPMCU – Operation & Quality Management (3 days)
- Training of MC Members & BODs of new/revived DCS (3 days)
- Awareness Programs – Through cultural activities like nukkad natak, kathputli shows, etc.
- Village Awareness Programs – Large-scale programs across 20 villages.
Training content must include refreshment, audio-visual equipment, stationery, study material, etc.
Training hall and logistics support will be provided by Bhopal Dugdh Sangh.

✅ Pre-Qualification & Eligibility Criteria
- Experience:
- Minimum 10 training programs conducted in last 2 financial years.
- At least 5 trainings in cooperative dairies related to GHP, GMP, Clean Milk Production, HACCP, FSSAI-FOSTAC, or related NPDD topics.
- Trainer Qualification:
- Trainers must be qualified under BIS/FOSTAC/NPDD, or have experience in dairy sector, quality assurance, or ISO 22000/Food Safety.
- Retired dairy professionals o r lead auditors/trainers may apply.
- Financial Strength:
- Minimum turnover: ₹50 lakh in each of the last 3 years.
- Profit-making firm for FY 2022-23, 2023-24, and 2024-25.
- Attach ITR & Balance Sheets for last 3 years.
- Certifications:
- ISO 9001:2015 Certification (mandatory).
- GST Registration and PAN required.
- PAN-Aadhaar linking must be completed.
- Other Requirements:
- Firm should not be blacklisted, debarred, or have pending cases with Milk Unions/Federations.
- Submit Affidavit (Annexure-2) and Consent Letter (Annexure-1).
- Preference to firms located in Madhya Pradesh with relevant experience.

- Submit all mandatory documents as per Annexure-4 checklist (GST, PAN, ITR, experience proof, ISO, affidavit, consent letter, etc.)
- Any alteration or deviation from prescribed format may lead to rejection.
⚙️ Evaluation & Selection
- EOIs will be evaluated based on:
- Technical capability
- Training experience
- Qualified trainers
- Financial soundness
- Location and past performance in dairy sector
- The Chief Executive Officer, Bhopal Dugdh Sangh reserves the right to accept/reject any proposal without assigning reason.
⚖️ Other Terms
- No advance payment will be made.
- Disputes will be settled under jurisdiction of Bhopal, with MPCDF as the designated arbitrator.
- Confidentiality of milk union information must be maintained.
- Blacklisting or contract termination will apply for breach of conditions.

This REOI seeks qualified training organizations with proven experience in cooperative dairy training and food safety systems. The project scope is large, covering over 20,000 participants across NPDD-4 & NPDD-2.0(A). Financial and technical requirements are stringent, with preference to ISO-certified, experienced dairy sector firms based in Madhya Pradesh. |
