A. Eligible Bidders

1. Single registered business entity (not consortium) under relevant Indian law.
2. Must not be debarred, insolvent, or involved in legal/criminal proceedings.
3. Should have paid all applicable taxes and have a valid PAN & GST registration.

1. Experience in similar service contracts (training/educational/tour management projects).
2. Must submit work orders and completion certificates (100% completed).
3. Financial strength with audited balance sheets for the last 3 years (2022-23, 2023-24, 2024-25).

1. PAN, GST registration + latest GSTR-3B & GSTR-1 up to July 2025
2. Income Tax Returns (FY 2022-23, 2023-24, 2024-25)
3. Up-to-date Trade License (Assam), Labour License, Address proof
4. CA-certified liquid asset/credit facility certificate (current FY)
5. Financial Soundness Certificate
6. Bank details for all payments/security deposits

1. Mode: Online submission via https://assamtenders.gov.in
2. Bids Required: Two-part system – Technical Bid & Financial Bid (BoQ).
3. Hardcopy: Original documents of Technical Bid must be submitted physically to the office by 26/11/2025 (5 PM).
4. Late Bids: Automatically rejected.
5. Alternative Bids: Not allowed.
6. Bid Currency: INR only.

1. Evaluation based on responsiveness, eligibility, technical qualification & lowest price (L1).
2. Price evaluation including GST.
3. In case L1 bidder fails to sign the contract, offer may be given to L2 at L1 rates.
