1. Tender Title
Engaging Agency(ies) to Provide Skill Trainers and Helpers to undertake skill training under PM-VIKAS Scheme in Punjab
Issued by: Punjab Skill Development Mission (PSDM), Chandigarh
2. Scope of Work
The selected agency(ies) must:
A. Supply of Manpower
- Provide Trainers (ToT-certified as per SSC norms)
- Provide Peon-cum-Sweeper staff
- Deployment across PSDM Skill Centres (district-wise job roles listed in Annexure A).
B. Training Delivery Responsibilities
- Deliver training as per SSC Model Curriculum & PSDM instructions.
- Ensure trainers maintain AEBAS attendance (Login/Logout).
- Maintain quality so that minimum 80% candidates pass SSC assessments.
- Penalty: Rs. 4,000 per candidate shortfall below 80%.
C. Faculty Requirements
- Trainers must have qualification and valid ToT certification.
- Agency must maintain a backup pool of trainers and helpers.
- Replace faculty within 2 working days when instructed.
D. Administrative Duties
- Weekly/monthly reports, mobilisation support, documentation.
- Trainer must ensure motivation, retention, engagement of trainees.
- Trainer shall safeguard equipment/materials at centres.
E. Compliance & Monitoring
- PSDM officials / MoMA / District Administration will inspect centres.
- Agency responsible for discipline, conduct & performance of resources.

B. Financial Eligibility
- Minimum average turnover: ₹1.5 Crore (FY 2022-23, 2023-24, 2024-25)

C. Technical Eligibility
- Experience of deploying minimum 05 ToT-certified trainers for its own centre for any job role in last 3 financial years.

5. Financial Bid
- Financial bid format provided in Annexure-E.
- Bidder must quote all-inclusive monthly cost for each job role (includes trainer + peon-cum-sweeper across all centres for that job role).
- Selection based on L1 (lowest financial bid) for each job role.

EMD Forfeiture Conditions:
- Bid withdrawal during validity
- False/misleading information
- Failure to submit PBG within 7 days of work order
- Penalty of ₹7,000/day/job role for next 15 days
- On 16th day – EMD forfeited & agency disqualified
7. Performance Bank Guarantee (PBG)
- 10% of total project cost
- Must be submitted within 7 days of work order
- Valid for 180 days beyond project expiry
- Released 3 months after completion
- Forfeiture for:
- Non-responsiveness
- Poor trainer quality / non-replacement
- Loss caused to PSDM due to agency negligence

9. Bid Submission Guidelines
- Submission only through e-procurement portal:

- Complete application as per Annexure-C
- All pages must be signed & stamped
- All documents must be self-certified
- Unconditional bid only
- Punjab GST registration must be submitted within 30 days of selection
