🔹 Scope of Work (Summary)
The selected Implementation Agency is responsible for:
  1. Preparation of DPRs for CSR donors
  2. End-to-end execution of CSR projects including procurement, delivery, installation, training, AMC, branding & reporting
  3. Documentation, utilization certificates, videos, photographs
  4. Monitoring & reporting to NSTFDC
  5. Ensuring statutory compliance under Companies Act CSR rules
  6. Supporting NSTFDC in engaging additional CSR donors
  7. Branding & promotional content including videos/books etc.
Key Deliverables/Goods & Services include:
  1. Desktop PCs, UPS systems, Tablets with coaching content
  2. Sanitary pad vending machines & incinerators
  3. Charging carts
  4. Mentorship & career counselling for students
  5. Teacher capacity building trainings
  6. Residential bootcamps at IIT/IIM/NIT campuses
🔹 Project Coverage
Implementation at 497 EMRS schools across 26 States/UTs including MP (63), Chhattisgarh (75), Jharkhand (51), Odisha (47), Gujarat (44), Maharashtra (37) etc. 
🔹 Eligibility / Pre-Qualification Criteria (Mandatory)
  1. Legal entity with minimum 5 years existence 
  2. Successfully executed minimum 3 Govt/PSU/Autonomous/Academic projects in last 5 years, including at least 1 CSR/development sector multi-state project 
  3. Not blacklisted in last 3 years (affidavit required) 
  4. GST registration & PAN 
  5. Average turnover > ₹10 Crores in last 3 financial years (2022-23, 2023-24, 2024-25) with CA certificate 
  6. Registration with ESI/EPF/statutory bodies (if applicable)
  7. EMD & Bid processing fee applicable
  8. Submission of supporting documents & affidavit confirming authenticity
🔹 Financial Requirements
  1. EMD: â‚¹1,80,00,000 (₹1.8 Cr) – refundable; exemption for MSE available 
  2. Bid Processing Fee: â‚¹2,360 (₹2,000 + 18% GST) – non-refundable, exempt for MSEs
  3. Performance Security: 5% of project value (for each project separately) to be submitted by selected bidder 
  4. Payment Terms: Based on milestones & fund release from donor CSR agency 
🔹 Submission Guidelines
  1. Three-envelope system:
    Envelope 1: Pre-Qualification
    Envelope 2: Technical Bid
    Envelope 3: Financial Bid
  2. All three placed inside one sealed envelope superscribed as CSR Implementation Bid
  3. Submission allowed via speed post, courier or hand delivery
  4. Bids without proper sealing or missing envelopes will be rejected
  5. Minimum 3 bids required or tender will be cancelled
🔹 Bid Evaluation Method
QCBS (Quality & Cost-Based Selection):
  1. Technical Score: 70% weightage
  2. Financial Score: 30% weightage
  3. Min. 70 marks required in technical evaluation for financial bid opening
  4. Highest composite score will be awarded the tender
🔹 Technical Evaluation Criteria (Key Factors)
  1. Financial turnover (up to 20 marks)
  2. Human resources strength (up to 15 marks)
  3. CSR/social sector project experience (up to 20 marks)
  4. CSR project value executed in last 5 years (up to 15 marks)
  5. Presentation (up to 30 marks)
  6. Min. Technical Score: 70 marks
