1. Objective
To select a competent Training Partner to conduct 12-day structured Self-Defense Workshops for 5000 Mission Shakti Women SHG members across five districts of Odisha on a pilot basis.
Districts: Khordha, Keonjhar, Balangir, Cuttack, Puri.
Beneficiaries: 1000 per district.
Subject to successful performance, the project may be expanded by Mission Shakti Odisha.
2. Scope of Work
The selected agency must deliver end-to-end implementation of Self-Defense Training as per NCW standards:
Training Delivery
  1. Conduct 12-day workshops (4 hours/day; total 48 hours).
  2. Cover 5000 beneficiaries; batch size: 30–40 trainees.
  3. Monthly schedule: 11 batches per district for Dec 2025–Feb 2026; final batches in March 2026.
  4. Minimum 70% batches in rural areas.
Training Components
  1. 12 hours orientation + 36 hours bridge course.
  2. Curriculum includes:
    360° defense, choke defense, multiple attackers, situational awareness, push attacks, ground defense, rape choke defense, use of common objects, etc.
Materials & Services
  1. Provide Self-Defense Kits (pepper spray, whistle, alarm, stinger).
  2. Issue Course Completion Certificates.
  3. Ensure mobilization, Aadhaar enrollment, bank account linkages, venue arrangements.
  4. Maintain attendance, photo documentation, trainer logs.

Reporting

  1. Monthly progress reports.
  2. District-wise reporting after each phase.
  3. Final consolidated report by March 2026.
3. Eligibility Criteria
Applicants must fulfill all the following:
  1. Legally registered & operational for minimum 5 years.
  2. Minimum 2 years skill training experience & 1 year self-defense training with Government.
  3. 5 years continuous experience in Odisha in training programs.
  4. Trained minimum 500 Mission Shakti beneficiaries.
  5. Executed Mission Shakti projects worth ≥ ₹1 crore in last 3 years.
  6. Average annual turnover of ₹1 crore (last 3 FYs).
  7. Registered under Income Tax & GST Act.
  8. Never blacklisted or involved in litigation.
  9. Minimum 10 trained female instructors (as per para 4).
  10. Deploy minimum 2 qualified female trainers per batch.
4. Instructor Qualification Requirements
Female trainers only, meeting any of the following:
  1. Minimum education: 10th pass.
  2. Valid certificate/diploma in martial arts (Judo, Karate, Taekwondo, Wushu) from SAI/State Sports Council/National/State Federation, OR
  3. State-level participation in martial arts + women self-defense training experience, OR
  4. Serving/retired Armed Forces/Paramilitary personnel with combat training experience.
  5. Trainers must speak local language and have strong communication skills.

6. EMD & Tender Fees
  1. EMD: ₹4,60,000 (DD/BC/FDR/BG payable to PAO, NCW, New Delhi)
  2. Exemption: MSME/NSIC/Startups (DPIIT-recognized) exempted with valid documentation.
  3. Tender Fee: Not specified (Zero / Not applicable as per document).
7. Evaluation Criteria
Total Marks: 100
Minimum Qualifying Score: 50 Marks
Marks awarded for:
  1. Mission Shakti experience & beneficiary numbers (25 marks)
  2. Organizational capability & past performance (35 marks)
  3. Self-defense training experience, trainers, number of institutions (40 marks)
Top scorers will be selected; maximum 3 bidders may be allocated targets.

11. Additional Conditions
  1. NCW may cancel/amend tender without justification.
