1. Scope of Work
Recruit–Train–Deploy (RTD) Model
Implementing Agencies must undertake:
Recruitment / Industry Requirement Mapping
- Identify manpower needs of MSMEs across Maharashtra
- Build industry partnerships, including green skilling sectors such as renewable energy, e-mobility, and energy efficiency
Training Responsibilities
- Target: 15,000 candidates
- Batches: 300
- Batch size: 40–50 candidates
- Training duration: 10 days (80 hours)
- Content: Industry 4.0 / 5.0 + Employability Skills
- Venue, trainers, mobilization, content, food & beverages included in cost
- Budget:
- ₹1,25,000 per batch of 50
- ₹2,500 per candidate for batches <50
Placement Requirements
- Placement in UDYAM-registered MSMEs of Maharashtra
- Salary: As per Maharashtra Minimum Wages (July 2025)
- Placement tracking mandatory for 3 months
Reporting & Monitoring
- Real-time monitoring, evaluation, and batch documentation
- Mandatory quarterly impact reports
2. Empanelment Guidelines
- Valid up to March 2027
- MoU with MSSIDC after empanelment
- Minimum 3 training programs per month required
- Work Orders will be issued post-empanelment
3. Pro-Qualification / Eligibility Criteria
3.1 General Eligibility
- Entity must be legally registered (Company, LLP, Society, NGO, Trust, Association, Cooperative)
3.2 Experience Requirements
- Minimum 5 years experience in skill development / capacity building
- Preferably implemented projects in Maharashtra
3.3 Financial Criteria
- Minimum average turnover: ₹20 lakhs for FY 2022-23, 2023-24, 2024-25
- Audited financials to be submitted
3.4 Past Experience Requirements
- Must have:
- Proven track record of delivering skill training
- Experience in Recruit–Train–Deploy or similar industrial skilling programs
- Training + placement experience
- Letters of Intent (LoIs) from industries for placement
- Sample training content
3.5 Outreach Capacity
- Ability to mobilize minimum 50 participants per workshop
- Established MSME network in Maharashtra
3.6 Resource Availability
- Qualified trainers
- Training content development capability
3.7 Geographical Reach
- Ability to deliver training across multiple districts of Maharashtra
3.8 Monitoring & Reporting
- Must provide quarterly impact reports
3.9 Non-Blacklisting
- Mandatory declaration
4. Financial Structure
Training Cost

- ₹2,500 per participant if batch <50

- Attendance sheets
- Placement evidence (offer + appointment letter)
