1. Scope of Work
Recruit–Train–Deploy (RTD) Model
Implementing Agencies must undertake:
Recruitment / Industry Requirement Mapping
  1. Identify manpower needs of MSMEs across Maharashtra
  2. Build industry partnerships, including green skilling sectors such as renewable energy, e-mobility, and energy efficiency
Training Responsibilities
  1. Target: 15,000 candidates
  2. Batches: 300
  3. Batch size: 40–50 candidates
  4. Training duration: 10 days (80 hours)
  5. Content: Industry 4.0 / 5.0 + Employability Skills
  6. Venue, trainers, mobilization, content, food & beverages included in cost
  7. Budget:
    1. ₹1,25,000 per batch of 50
    2. ₹2,500 per candidate for batches <50
Placement Requirements
  1. Placement in UDYAM-registered MSMEs of Maharashtra
  2. Salary: As per Maharashtra Minimum Wages (July 2025)
  3. Placement tracking mandatory for 3 months

Reporting & Monitoring

  1. Real-time monitoring, evaluation, and batch documentation
  2. Mandatory quarterly impact reports
2. Empanelment Guidelines
  1. Valid up to March 2027
  2. MoU with MSSIDC after empanelment
  3. Minimum 3 training programs per month required
  4. Work Orders will be issued post-empanelment
3. Pro-Qualification / Eligibility Criteria
3.1 General Eligibility
  1. Entity must be legally registered (Company, LLP, Society, NGO, Trust, Association, Cooperative)
3.2 Experience Requirements
  1. Minimum 5 years experience in skill development / capacity building
  2. Preferably implemented projects in Maharashtra
3.3 Financial Criteria
  1. Minimum average turnover: ₹20 lakhs for FY 2022-23, 2023-24, 2024-25
  2. Audited financials to be submitted
3.4 Past Experience Requirements
  1. Must have:
    1. Proven track record of delivering skill training
    2. Experience in Recruit–Train–Deploy or similar industrial skilling programs
    3. Training + placement experience
    4. Letters of Intent (LoIs) from industries for placement
    5. Sample training content
3.5 Outreach Capacity
  1. Ability to mobilize minimum 50 participants per workshop
  2. Established MSME network in Maharashtra
3.6 Resource Availability
  1. Qualified trainers
  2. Training content development capability
3.7 Geographical Reach
  1. Ability to deliver training across multiple districts of Maharashtra
3.8 Monitoring & Reporting
  1. Must provide quarterly impact reports
3.9 Non-Blacklisting
  1. Mandatory declaration
