1. SCOPE OF WORK
Training Partners are invited to implement Short-Term Skill Training in Recruit–Train–Deploy (RTD) Mode for SC candidates under the PM-AJAY Grant-in-Aid Component for FY 2023–24, 2024–25, 2025–26.
Key responsibilities:
- Mobilization of SC youth through District Administration.
- Conduct residential skill development training as per NSQF/SSC norms.
- Ensure ToT-certified trainers & SSC-aligned training delivery.
- Assessment & certification via SSC-approved agencies.
- Provide boarding & lodging as per MSDE Common Norms.
- Achieve minimum 70% placement (RTD mode – LOI required before training).
- Maintain trainee attendance, monitoring records, hostel compliance, and infrastructure.
- Support self-employment documentation where applicable.
Target Sectors & Job Roles (1650 trainees)
Tourism & Hospitality, Beauty & Wellness, Plastic Engineering, Construction, Electronics & Hardware, Food Processing.

2. PRE-QUALIFICATION CRITERIA
As per tender (mandatory):
- ✔ Legal Entity: Company/NGO/Trust/Society/Cooperative, minimum 3 years old.
- ✔ Experience: Minimum 3 years in skill training.
- ✔ PAN & GST mandatory.
- ✔ Must not be blacklisted; must declare no conflict of interest.
- ✔ Registered / branch office must exist in Manipur.
- ✔ Must have ToT-certified trainers.
- ✔ Must provide sample training certificate.
- ✔ Must have infrastructure & hostel facilities in district HQ/SC-majority villages.
- ✔ Experience in RTD mode with Govt departments (proof mandatory).
- ✔ Minimum batch size: 20; Maximum: 30.
3. ELIGIBILITY CRITERIA
✔ Turnover Requirement:
- Average annual turnover for last 3 FYs (2022–23, 2023–24, 2024–25) must be 1.5× the estimated bid value.
- Must be profitable (no loss in last 3 FYs).
✔ Manpower Requirements:
- Adequate domain trainers & support staff.
- ToT certified trainers per SSC norms.
✔ Infrastructure Requirements:
- Domain labs, classrooms, tools & equipment.
- Residential hostel (male/female separate).
- Food & hygiene compliance.
4. FINANCIAL CRITERIA
Tender Fee
- ₹5,000 per course
- Maximum ₹15,000 for 3 or more courses
- Demand Draft in favour of DDO, OBC & SC (hard copy submission).
EMD
- 2% of estimated cost of each course
- Separate DD for each course
- Must be submitted in hard copy
- Valid for 90 days
- Adjusted against security for successful bidder
Performance Security
- 5% of contract value (DD) – refundable after 3 months of full program completion.
5. SUBMISSION GUIDELINES
Online submission:
- ✔ All bids must be submitted through https://manipurtenders.gov.in
- only.
- ✔ No physical hard copies except original DDs for Tender Fee & EMD.
- ✔ Scanned copies of all documents must be uploaded.
Mandatory Documents (Format-wise)
- Format 1–9 (Organizational details, infra, manpower, finances, declarations, job-role selection).
- Work orders, completion reports, placement proofs.
- LOI/Pre-placement offers (mandatory for RTD).
- Sample training certificate.
- CA-certified financials & turnover certificate.
Other Conditions
- Only one Training Partner (H1) will be selected.
- Directorate may split work among L1 bidders (if required).
- Rates must be inclusive of all taxes/GST.

7. EVALUATION & SELECTION
Technical Evaluation – 100 Marks (H1 method)
- Trainer strength – 10 marks
- Govt Training Projects Completed – 15 marks
- Pre-placement LOIs – 15 marks
- Placement Performance – 15 marks
- Average Turnover – 15 marks
- RTD Experience – 10 marks
- Presentation – 20 marks
Highest Scoring Bidder (H1) will be selected for award.
8. PAYMENT SCHEDULE
- 30% – After commencement of training
- 30% – After 70% utilization of 1st installment & trainee continuation
- 20% – After successful certification
- 20% – After 70% placement & sustainability for 3 months
9. PENALTY CLAUSES
- Delay in training start (>30 days of work order): ₹5,000/day
- Failure to achieve 70% placement: 10% penalty + final payment withheld
- Misrepresentation → termination + blacklisting
10. CONTRACT TERMS
- Arbitration (Imphal), governed by Indian Law.
- Force Majeure applicable.
- Mandatory indemnity clause.
- Directorate reserves right to cancel/split tender.
