TENDER ANALYSIS & SUMMARY (Expert Review)

1. Mobilization of SC youth through District Administration.
2. Conduct residential skill development training as per NSQF/SSC norms.
3. Ensure ToT-certified trainers & SSC-aligned training delivery.
4. Assessment & certification via SSC-approved agencies.
5. Provide boarding & lodging as per MSDE Common Norms.
6. Achieve minimum 70% placement (RTD mode – LOI required before training).
7. Maintain trainee attendance, monitoring records, hostel compliance, and infrastructure.
8. Support self-employment documentation where applicable.

1. ✔ Legal Entity: Company/NGO/Trust/Society/Cooperative, minimum 3 years old.
2. ✔ Experience: Minimum 3 years in skill training.
3. ✔ PAN & GST mandatory.
4. ✔ Must not be blacklisted; must declare no conflict of interest.
5. ✔ Registered / branch office must exist in Manipur.
6. ✔ Must have ToT-certified trainers.
7. ✔ Must provide sample training certificate.
8. ✔ Must have infrastructure & hostel facilities in district HQ/SC-majority villages.
9. ✔ Experience in RTD mode with Govt departments (proof mandatory).
10. ✔ Minimum batch size: 20; Maximum: 30.

✔ Turnover Requirement:

1. Average annual turnover for last 3 FYs (2022–23, 2023–24, 2024–25) must be 1.5× the estimated bid value.
2. Must be profitable (no loss in last 3 FYs).

✔ Manpower Requirements:

1. Adequate domain trainers & support staff.
2. ToT certified trainers per SSC norms.

1. Domain labs, classrooms, tools & equipment.
2. Residential hostel (male/female separate).
3. Food & hygiene compliance.

1. ₹5,000 per course
2. Maximum ₹15,000 for 3 or more courses
3. Demand Draft in favour of DDO, OBC & SC (hard copy submission).

1. 2% of estimated cost of each course
2. Separate DD for each course
3. Must be submitted in hard copy
4. Valid for 90 days
5. Adjusted against security for successful bidder

1. 5% of contract value (DD) – refundable after 3 months of full program completion.

4. ✔ Scanned copies of all documents must be uploaded.

1. Format 1–9 (Organizational details, infra, manpower, finances, declarations, job-role selection).
2. Work orders, completion reports, placement proofs.
3. LOI/Pre-placement offers (mandatory for RTD).
4. Sample training certificate.
5. CA-certified financials & turnover certificate.

1. Only one Training Partner (H1) will be selected.
2. Directorate may split work among L1 bidders (if required).
3. Rates must be inclusive of all taxes/GST.

1. Trainer strength – 10 marks
2. Govt Training Projects Completed – 15 marks
3. Pre-placement LOIs – 15 marks
4. Placement Performance – 15 marks
5. Average Turnover – 15 marks
6. RTD Experience – 10 marks
7. Presentation – 20 marks
   Highest Scoring Bidder (H1) will be selected for award.

1. 30% – After commencement of training
2. 30% – After 70% utilization of 1st installment & trainee continuation
3. 20% – After successful certification
4. 20% – After 70% placement & sustainability for 3 months

1. Delay in training start (>30 days of work order): ₹5,000/day
2. Failure to achieve 70% placement: 10% penalty + final payment withheld
3. Misrepresentation → termination + blacklisting

1. Arbitration (Imphal), governed by Indian Law.
2. Force Majeure applicable.
3. Mandatory indemnity clause.
4. Directorate reserves right to cancel/split tender.
